A RESOLUTION: APPROPRIATING $22,044.90 FOR THE LOCAL SHARE OF A
FEDERAL AVIATION ADMINISTRATION GRANT TO PURCHASE
SNOW REMOVAL EQUIPMENT, AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE TWO PURCHASE REQUISITIONS FOR
THE EQUIPMENT IN THE AMOUNTS OF $165,600.00 TO VERNON
E. STEP, AND $54,849.00 TO U.S. MUNICIPAL SUPPLY
WHEREAS, an FAA grant for the purchase of snow removal equipment at Leesburg
Executive Airport has been made available; and
WHEREAS, Town Council approved $5,000.00 for the local share of the FAA grant in
the FY02 budget; and
WHEREAS, an invitation for bid was issued for snow removal equipment; and
WHEREAS, three bidders responded; and
WHEREAS, the bids were evaluated in accordance with the Town purchasing policy; and
WHEREAS, the responsive and responsible low bidders were Vernon E. Step for the
Wheel Loader and U.S. Municipal Supply for the Municipal Tractor; and
WHEREAS, the true cost to the Town of Leesburg is $22,044.90 including a federal
grant in the amount of $200,000.00; and
WHEREAS, the Airport Director and Airport Commission recommend execution of
purchase requisitions in the amount of $165,600.00 to Vernon E. Step, and $54,849.00 to U.S.
Municipal Supply, as specified in the Invitation for Bid.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:

TOWN MANAGER TO EXECUTE PURCHASE REQUISITIONS TO
VERNON E. STEP AND U.S. MUNICIPAL SUPPLY
SECTION I. $22,044.90 is hereby appropriated to purchase snow removal equipment.
SECTION II. The Town Manager is hereby authorized to execute two purchase
requisitions for the purchase of snow removal equipment in the amounts of $165,600 and
$54,849.
SECTION llI. The Town Manager is hereby authorized to transfer $17, 044.90 from the
Unappropriated Fund Balance in the General Fund to the Airport Department budget.
