RESOLUTION NO. 2001-156 ADOPTED September 25, 2001
A RESOLUTION: APPROVING A CHANGE ORDER RELATED TO THE IDA
LEE PARK TENNIS CENTER (PHASE I) IN THE AMOUNT
OF $23,583.66.
WHEREAS, the Town of Leesburg has approved a Capital Improvement Project
known as the Ida Lee Park Tennis Center; and
WHEREAS, the Leesburg Town Council awarded a contract in the amount of
$351,880 to the construction firm of R.L. Rider and Company to complete Phase I of the
development project; and
WHEREAS, the Phase I development plan included construction of seven tennis courts,
walkways, and storm water improvements; and
WHEREAS change orders have been necessary due to a deep organic soil surface layer
and excessive rock amounts on the project site which were not anticipated during the design
phase; and
WHEREAS, R.L. Rider and Company was directed by staff to remove unsuitable
materials from the project site and to borrow replacement earth material; and
WHEREAS, the additional work performed by R. L. Rider and Company, as part
of the change order, has forced the project budget to exceed the original contract amount
by more than 25% which is the threshold limit specified in the Virginia Public
Procurement Act and the Town's Procurement Policy; and
WHEREAS, the change order related to Ida Lee Park Tennis Center is
$23,583.66, which puts the project 28.8% over the original amount or $13,375.20 over
the respective 25% threshold; and

APPROVING A CHANGE ORDER RELATED TO THE IDA LEE
PARK TENNIS CENTER
WHEREAS, the Ida Lee Park soccer building project Capital Project Funds are
currently available to cover the associated costs and an additional appropriation by Town
Council is not required.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that a change order in the amount of $23,583.66 is approved for work performed by the
construction finn of R.L. Rider and Company to complete the Phase I development of the
Ida Lee Park Tennis Center.
