Commissioners Hagen, Olsen, and Schmidt were absent. Also, in attendance: Jonathan Proulx, Director of Planning Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Rapp. Voice Vote. All in favor. 0 opposed. Motion carried 4-0. APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the minutes of the Historic Preservation Commission held on May 12, 2022 as presented. Seconded by Commissioner Barvian. Voice Vote. NEW BUSINESS 1966-041122.HPC 15135 S. DES PLAINES ST. NICOLE SOLIS Commissioner Rapp made a motion to open the public hearing regarding the landmark designation for the property known as 15135 S. Des Plaines Street. Second by Derrick. Vote by roll call: Barvian, yes; Derrick, yes; Rapp, yes; and Bortel, yes. Motion carried 4-0. Chairman Bortel stated the subcommittee reviewed the nomination at the June 2, 2022 Landmarks & District Designation (LDDC) meeting. Chairman Bortel provided the updates that were made after the LLDC meeting which are included in the attachment. 3 Historic Preservation Commission Minutes June 9, 2022 Page 2 of 3 Mr. Proulx stated the applicant is requesting landmark designation for the property located at 15135 S. Des Plaines Street. On the Historic Urban Survey form for the property (see attached), the home is identified as a shingle-style Queen Anne and is recommended for local landmark status and inclusion in a historic district as strongly contributing. Pursuant to the Village’s Historic Preservation ordinance, due notice was published, and adjacent property owners were given written notice. Mr. Proulx reviewed the staff report dated June 7, 2022. Mr. Proulx concluded the detailed nomination package provides a comprehensive review of the home’s history and a thorough, well-illustrated analysis of the architectural merit for the nomination. Based on the information available prior to the public hearing and discussion by the HPC, staff believes the subject property qualifies for designation under the aforesaid mentioned criteria. Chairman Bortel stated this will be the fourth house to be landmarked in the Village Green area and the nomination will go before the Village Board on June 20, 2022. Chairman Bortel asked the applicant if they wanted to make any comments. The applicant declined. Commissioner Derrick asked the applicant if there is stucco under the decorative wood linear horizontal and vertical trim on the upper portion of west and south gable ends above window heads. (Applicant’s response could not be recorded since they did not approach the microphone.) Commissioner Derrick asked staff to remove stucco from the nomination. Commissioner Derrick asked if there is an enclosed porch on the south elevation. (Applicant’s response could not be recorded since they did not approach the microphone.) Chairman Bortel added the foundation under the area in question is the same foundation throughout the house. Commissioner Derrick agreed with staff to change the period of significance to 1944. The rest of the Commission in attendance agreed as well. Commissioner Derrick stated the porch has been updated/changed and asked the applicant several questions regarding what changes they have made to the porch from 2006 to present day. (Applicant’s comments could not be recorded since they did not approach the microphone.) Commissioner Derrick stated the nomination needs to be updated to reflect the new information from the applicant regarding the renovations done to the front porch that do not date to the period of significance. Commissioner Derrick made a motion to close the public hearing for the landmark designation for the property known as 15135 S. Des Plaines Street. Second by Rapp. Vote by roll call: Barvian, yes; Rapp, yes; Derrick, yes; and Bortel, yes. Motion carried 4-0. Commissioner Derrick made a motion to adopt the findings of fact of staff as the findings of fact of the Historic Preservation Commission and, furthermore, recommend approval of the landmark designation for the property known as 15135 S. Des Plaines Street, based on criteria d, f and j of the Historic Preservation Ordinance, with a period of significance of 1885 to 1944. Second by Commissioner Rapp. Vote by roll call: Barvian, yes; Rapp, yes; Derrick, yes; and Bortel, yes. Motion carried 4-0. 4 Historic Preservation Commission Minutes June 9, 2022 Page 3 of 3 DISCUSSION Chairman Bortel stated he went downtown today and took pictures of the work Big Sammy’s and Uptown Tap have completed. Chairman Bortel added staff and the commission is still working on Uptown Tap and Wine & Cheese letter of agreements. Chairman Bortel stated there could be a Certificate of Appropriateness application for 24136 W. Lockport St. requesting a pergola. Staff showed a picture of the pass-through window (see attached) at Big Sammy’s. Commissioner Derrick asked if the window was completed per the letter of agreement since the window is not what she was expecting. Mr. Proulx indicated staff felt the installed window is different then what was proposed and will speak with the applicant. Staff showed a picture of the front façade (see attached) of Uptown Tap. Chairman Bortel stated the applicant has done some painting. Chairman Bortel stated he spoke with State Preservation Office today to see if there are funds available to do an in-person CAMP. Chairman Bortel stated the next LLDC meeting is July 7th and the next Historic Preservation meeting is July 14th. ADJOURN Commissioner Derrick made a motion to adjourn. On the 1912 Sanborn map, the Universalist Church has become St. Mary’s Roman Catholic Church, with this building appearing as a “foundation for dwelling,” indicating construction had begun. The 1931 Sanborn map shows this building as the Rectory for the adjacent church. The full-facade porch is indicated, as well as a small rear porch aligned west. Description See reverse side/Continuation Sheet. Integrity/Major Physical changes from original construction Porch enclosed c. 1977. Subsidiary Building(s)/Site Front setback lined with modern brick half wall within modern courtyard complex, grouping the former church building, this former rectory, another former residence (401), and a small scale frame commercial building into “The Meeting Place” commercial development. Lockport St. PIN/Property Index Number #06-03-09-408-041-0000 Description Foundation not visible; dark brick with tinted brown mortar on 1st story with stucco 2nd story beginning at floor level (rather than sill level as on 401); steeply-pitched asphalt shingle roof with wide eaves. The first story of brick extends from the upper story of stucco. 2 stories with English basement, rectangular shape. Nearly full-facade hip roof porch enclosed with large fixed sash, brick end piers, and solid brick rail. Central entrance with brick cheek pieces and concrete caps; modern iron open rail. 1st story concealed by enclosed porch. 2nd story facade with end bays having larger 1/1 double-hung sash; 2 smaller double-hung sash center, all with canvas awnings as front porch. Central gable roof dormer with deep returns and Palladian window group of 2 leaded fixed sash framing a taller central 1/1 double-hung sash with round arch, wood frame, and key, reflecting transitional Queen Anne/Colonial Revival influence. 2 story west elevation semi-hexagonal bay within eave overhang of main roof. 1st story with concrete sill. East side entrance with original large light door; leaded, beveled square sash above. Symmetrically placed 1/1 double-hung sash on east elevation. Rear with at-grade doors and off-set varied windows. Appears on the 1931 Sanborn map as 525, with an extending reentrant angle porch, as is extant, and a 1 story rear wing roughly centered. A 1.5 story rectangular garage with a 1 story full-elevation rear wing was to the NW/rear of the house. The house and garage appear the same on the 1944 Sanborn map, as the address was changing to 701. Description See reverse side/Continuation Sheet. Integrity/Major Physical changes from original construction Windows replaced. Wall material appears to have been replaced. Porch enclosed with modern materials. Long rear 1 story wing. Subsidiary Building(s)/Site Front lot concrete with outdoor dining. Aluminum fence (in iron appearance) outlines front setback. Asphalt driveway west, double width. Large rear parking lot. This house is still easily interpreted as being from this period, and retains the significant proportions, scale, and cornice detailing that is indicative of these early Village houses.
