ROLL CALL: Commissioners Minnis, Nicholson, Renzi, Valerga, Womack and Chairman Kiefer were present. Commissioners Goins, Heinen, and Seggebruch were absent. OTHERS PRESENT: Jake Melrose, Director of Economic Development; and Rachel Riemenschneider, Associate Planner. APPROVAL OF MINUTES The Minutes of the Plan Commission held on July 19, 2022, were accepted as presented. PUBLIC COMMENTS No Public Comments. DEVELOPMENT REPORT Mr. Melrose provided an update on the following: DHL development, Willow Run Unit 2 Final Plat, and Seefried Properties development. OLD BUSINESS No Old Business. NEW BUSINESS 1980-071422.SU 15929 S. ROUTE 59 STARBUCKS Commissioner Valerga made a motion to open a Public Hearing for the proposed special use drive-thru extension for the property located at 15939 S. Illinois Route 59 also known as Lot 4 of the Renwick Place commercial subdivision. Second by Commissioner Renzi. Voice Vote. All in favor. 0 opposed. Motion carried 5-0. Ms. Riemenschneider stated petitioner, Starbucks, is seeking a recommendation of approval to renew a special use for an existing drive through. The existing structure is 2,231 square feet on 0.8 acres. Previously, this structure was a Taco Bell with a drive through. Per the Plainfield Municipal Code (Sec. 9-37 Special Use), “If a special use is discontinued for a period of six (6) months or longer, the special use shall be considered abandoned and shall become null and void.” Because this drive through has not been operational for over 6 months, staff determined that this special use must be renewed. Ms. Riemenschneider reviewed the staff report dated August 3, 2022. Ms. Riemenschneider concluded staff believes that the drive through continues to be appropriate at the subject location and supports the special use renewal. Based on the foregoing analysis, prior to any public comment or discussion by the Plan Commission, staff recommends approval. Chairman Kiefer swore in Daniel Abdo, representing applicant. Mr. Abdo stated they agree that limiting access to the east unless it violates the PUD or any other development agreements, and this is a great retrofit building for Starbucks. Chairman Kiefer asked for public comments and there was no response. 3 Plan Commission Minutes August 3, 2022 Page 2 of 3 Commissioner Minnis asked if there is anything pending for the parcel east of this building. Mr. Melrose stated it is his understanding that the is under contract for purchase, but the Village does not have an application for development. Commissioner Minnis asked if this location would have indoor and outdoor seating. Mr. Abdo confirmed there will be indoor and outdoor seating. Mr. Abdo stated Starbucks will be doing their typical seating. Commissioner Minnis asked what improvements the applicant was making to the site. Mr. Abdo explained the improvements. Commissioner Renzi wants to make sure that there is not too much impervious paving with the addition of a patio. Mr. Abdo stated he believes the area Commissioner Renzi is referring to is landscaping. Commissioner Renzi asked about stacking and asked if menu board being moved can be reviewed administratively. Mr. Abdo explained how Starbucks stacks car after ordering. Mr. Melrose indicated that this site has minimal improvements and can be approved administratively. Commissioner Renzi asked if the applicant will be updating the sprinklers. Mr. Melrose added that the Fire District code has changed since Taco Bell was built, so the applicant will need to update fire suppression system. Commissioner Renzi asked if there will be designated parking for orders waiting to be filled. Mr. Abdo state all orders are filled at the drive-thru window however there will be designated parking for mobile order pickup. Commissioner Valerga had no further questions. Commissioner Womack asked if the exit only will be striped. Mr. Abdo stated it will be a do not enter will a left or right turn. Commissioner Womack suggested some well-placed signage for the do not enter. Commissioner Nicholson had no additional comments. Chairman Kiefer is stated he is glad to see the building is being repurposed. Commissioner Womack made a motion to close the Public Hearing for the proposed special use drive-thru extension for the property located at 15939 S. Illinois Route 59 also known as Lot 4 of the Renwick Place commercial subdivision. Second by Commissioner Valerga. Voice Vote. All in favor. 0 opposed. Motion carried 5-0. Commissioner Minnis made a motion to adopt the findings of fact of staff as the findings of fact of the Plan Commission and, furthermore, recommend approval of the proposed special use drive-thru extension for the property located at 15939 S. Illinois Route 59 also known as Lot 4 of the Renwick Place commercial subdivision, subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection District. Second by Commissioner Renzi. Vote by roll call: Minnis, yes; Renzi, yes; Valerga, yes; Womack, yes; and Kiefer, yes. Motion carried 4-0. DISCUSSION Commissioner Renzi inquired about the tree removal occurring along Route 30 by Plainfield Lanes and it effect on wildlife at Lake Renwick. Mr. Melrose indicated Plainfield Lanes is considering an expansion and they have worked with the Forest Preserve on the clearing of the trees. Mr. Melrose indicated Plainfield Lanes will be replacing with landscaping. Commissioner Renzi if this is being reviewed 4 Plan Commission Minutes August 3, 2022 Page 3 of 3 administratively. Mr. Melrose stated any expansion of the building will be reviewed by the Plan Commission. Commissioner Renzi asked if that would include a landscape plan. Mr. Melrose confirmed. Chairman Kiefer read the reminders. ADJOURN Plan Commission meeting adjourned at 7:28 p.m. Respectfully submitted by Tracey Erickson Tracey Erickson Recording Secretary 5 6 REPORT TO THE PLAN COMMISSION Page #2 of 5 1977-062222.AA.PP 8/12/2022 WILD HORSE KNOLL SUBDIVISION DEVELOPMENT ANALYSIS Annexation (Public Hearing) The applicant is seeking a recommendation of approval from the Plan Commission to annex into the Village. The petition to annex will be considered by the following questions: • Does the annexation of the property provide for a logical extension of the Village’s municipal boundaries? • What is the appropriate zoning of the property? The applicant is seeking a petition to annex 17.9 acres of property at the southwest corner of Normantown Road and 119th Street. The proposed Wild Horse Knoll (WHK) development currently has 6.8 acres of land that is already annexed. This property was annexed by Ordinance #3098 to provide an annexation corridor to the Five Star Tennis club. The remaining portion of the WHK subdivision is 11.59 acres and this portion will need to be annexed. The applicant is also seeking to annex 6.3 acres at the hard corner of Normantown and 119th to potentially sell to Five Star Tennis for an expansion of their business. Five Star Tennis will submit on their own for an eventual rezoning and ultimately site plan approval for this expansion. The subject site to be annexed is contiguous to Plainfield incorporated areas. The proposed land would be surrounded by three subdivisions: White Ash Farm, Heritage Oaks, and Century Trace. Staff finds that annexing the land is a logical extension of the Village’s municipal boundaries. The subject land is currently vacant, and development is encouraged on the subject property. The proposed site is identified as being within the municipal boundary as medium density residential in the Village’s Future Land Use Plan. The proposed development will not require rezoning upon annexation as the residential lots will remain R-1 Low Density Single Family Residential District. Obligations The applicant continues to work with Village staff to determine the appropriate fee obligations, i.e. recapture, impact fees. The proposed preliminary plat does not identify any park space for this development and the developer will seek a fee in lieu of payment with the park district. Regarding the applicant’s obligation to satisfy impact fees, the applicant and staff will coordinate with the school and park district to ensure that a cash donation in lieu of land and all applicable fees align with both districts’ needs. Preliminary Plat The WHK development is approximately 18.39 acres which will consist of 37 lots (2.4 du/acre). The lot sizes range between 12,005 and 22,017 square feet. The minimum lot size is 12,005 square feet and the minimum lot width is 85 feet. The average lot size is 13,570 square feet. The table provided below indicates each lot and its area. There will be no variances with respect to lot size, setbacks, or lot width. 7 REPORT TO THE PLAN COMMISSION Page #3 of 5 1977-062222.AA.PP 8/12/2022 WILD HORSE KNOLL SUBDIVISION DEVELOPMENT Lots 38 and 39 are dedicated lots for storm water management. Lot 39 is 35,233 square feet in area and is identified as “stormwater management area A” at the SWC of the development. Lot 39 is 101, 470 square feet in area and is identified as “storm water management area B” in the center of the development. Storm water management area A will provide a good amount of buffer between Five Star Tennis Center and the residential lots. The applicant is petitioning to annex Lot 40 as property for Five Star Tennis Center to expand their outdoor courts. Five Star Tennis Club seeks to apply for a rezoning application for Lot 40 shortly after the potential annexation. Lot 40 is proposed to have two storm water management area surrounding the lot: “storm water management expansion area D” and “storm water management area C”. This provides a buffer between Lot 40 and Normantown Road as well as the residential areas within the proposed subdivision. Access and Circulation The project proposes to have two access points for the subdivision. One along 119th Street and one along Normantown Road that goes approximately 675 feet through White Ash Farm. Staff would have recommended that the access point along Normantown Road to not have to go through White Ash Farm, however there is already the Five Star Tennis Center and the White Ash Farm entrance existing. The map labeled “Wild Horse Knoll Draft Not to Scale” is attached to the staff report packet for a better view of the access points. The project proposes approximately 3.79 acres of right-of-way. The existing 119th trail will be extended to Normantown Road to ensure connectivity for pedestrians. The main road to be built throughout the development is named Stallion Drive which then merges into Stallion Court at the south end of the cul-de-sac. Sidewalks will be built parallel to the streets that are designed within the subdivision. The preliminary plat illustrates that there will be a private access drive to access Lot 40. Additional to the private access drive within the subdivision, Lot 40 will have an ingress/egress 8 REPORT TO THE PLAN COMMISSION Page #4 of 5 1977-062222.AA.PP 8/12/2022 WILD HORSE KNOLL SUBDIVISION DEVELOPMENT with a median along 119th Street; thus, staff envisions that internal traffic will not be dramatically affected. Engineering / Stormwater Management Engineering approval is not required during consideration of the zoning entitlements. The development of this property will require the applicant to bring water and sewer lines to the subject site. The applicant has submitted preliminary engineering plans to the Village and the Village is actively working on the stormwater with the applicant. The development will eliminate the standing water that currently sits on the vacant land. As the subject land is upstream, this development will reroute any drain tiles away from White Ash and into the proposed subdivision’s storm water system. If the engineering plans are approved, this will discharge the water toward the West and North. Elevations The proposed subdivision development has attracted custom home builders currently active in the community. Staff will be implementing design criteria as part of the annexation agreement to provide further architectural guidelines similar to Stewart Ridge and other custom home subdivisions. The applicant has not yet provided the architectural enhancements for key and through lots, thus, staff will work with the applicant to provide a prototypical plan for key and through lots. Staff has identified and recommended there to be 4 key lots: lots 18, 19, 35, and 37. The identified and recommended through lots are: lots 1, 4, 5, 21, and 22. Staff will work with the applicant to finalize the key and through lots since they are not clearly stated on the preliminary plat that is attached. Landscape The applicant has submitted a standard annexation agreement for review without a landscape plan attached. Additionally, staff will work with the applicant and the eventual design firm to provide a prototypical plan for key and through lot landscaping once the key/through lots have been agreed upon, as well as a subdivision landscape design that incorporates naturalized plantings. Staff recommends that the applicant provide entrance signage along 119th street located just North of storm water management area “C”. The sign design shall incorporate a majority decorative stone throughout which will be reviewed and approved through the Village’s sign permit process. 9 REPORT TO THE PLAN COMMISSION Page #5 of 5 1977-062222.AA.PP 8/12/2022 WILD HORSE KNOLL SUBDIVISION DEVELOPMENT CONCLUSION/RECOMMENDATION The proposed annexation of the subject site is a logical extension of the Village’s municipal boundaries. Based on the current trend of development around the subject site and the Comprehensive Plan, the proposal of a residential subdivision aligns as a development that the Village can envision. Additionally, the preliminary plat illustrates compliance with the Village’s R- 1 district standards with respect to lot size, lot width, setbacks, and rights-of-way. To conclude, staff recommends approval, and should the Plan Commission concur, the following motion is offered for your consideration: Annexation I move we recommend approval of annexation of the Wild Horse Knoll development project (PIN: 0701292000190010 and 0701292000230010), located at the SEC of 119th Street and Normantown Road, as a logical extension of the Village of Plainfield. Preliminary Plat I move we recommend approval of the Preliminary Plat of Subdivision for Wild Horse Knoll, a development with 37 single-family residential lots, located at the SEC of 119th Street and Normantown Road subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Plainfield Fire Protection District. 3.
