A RESOLUTION: 2001-176 AMENDING THE WATER PRESENTED October 23:2001 ADOPTED October 23:2001 POIJLUTION CONTROL FACILITY SOLIDS MANAGEMENT PLAN WHEREAS, the Biosolids Management Upgrade Project (BMU) for the town's Water Pollution Control Facility (WPCF) is scheduled for completion in November 2001, and; WHEREAS, the completed biosolids facility is anticipated to have excess capacity for the next five years, which could be utilized by other Loudoun County jurisdictions as a disposal alternative; and WHEREAS, the towns of Round Hill, Purcellville, and Lovettsville have requested consideration for utilization of the biosolids facility as a biosolids disposal option; and WHEREAS, acceptance of biosolids from Loudoun County jurisdictions on a cost- reimbursable basis for a period of three years followed by one-year extensions until excess capacity is exhausted will be beneficial to all parties; and WHEREAS, staff recommends adoption of "Tuscarora Turf Builder" as the official Product name for marketing to the public for agronomic uses; and WHEREAS, the Director of Utilities recommends the aforementioned modifications to the WPCF Solids Management Plan. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The town manager is hereby authorized to execute agreements with Loudoun County jurisdictions, in a form approved by the town attorney, for acceptance of biosolids at the A RESOLUTION: -2- AMENDING THE WATER POLLUTION SOLIDS MANAGEMENT PLAN CONTROL FAC~ JTY town's WPCF on a cost-reimbursable basis. The period of the agreements shall be for three years, followed by one-year extensions as long as excess capacity is available for this use. SECTION 11.
