HomeMy Public PortalAbout2001_10_23_r179The Town of 1 .eesburg, trg ma RESOLUTION 2001-179 PRESENTED October 23,2001 ADOPTED __October 23, 2001, A RESOLUTION: AUTHORIZING PARTICIPATION IN COUNTY COOPERATIVE STREAM PROGRAM THE LOUDOUN MONITORING WHEREAS, the County of Loudoun desires to develop a comprehensive cooperative program to monitor and protect the water resources of Loudoun County; and WHEREAS, the purpose of the Loudoun County Cooperative Stream Monitoring Program is to build constituencies for watersheds and to utilize existing and new sources of stream monitoring data to help determine the condition of the county's streams; and WHEREAS, the Loudoun County Cooperative Stream Monitoring Program has a number of objectives within three major goals including: data acquisition, synthesis, and analysis; public involvement, education, and outreach; and application of surface water data to land use decisions and watershed protection; and WHEREAS, through increased coordination, the Loudoun County Cooperative Stream Monitoring Program may also lower the overall public cost of stream monitoring by avoiding unnecessary duplication and utilizing volunteers, where appropriate, to supplement the government's water quality data; and WHEREAS, a county-wide database will help evaluate and implement policies and procedures to mitigate impacts of land development and other land-use activities; and -2- A RESOLUTION: AUTHORIZING THE PARTICIPATION IN THE LOUDOUN COUNTY COOPERATIVE STREAM MONITORING PROGRAM WHEREAS, the Leesburg Environmental Advisory Commission approved a resolution on September 12, 2001, encouraging the Leesburg Mayor and Town Council to participate in the Loudoun County Cooperative Stream Monitoring Program; and WHEREAS, participants are to sign the Loudoun County Stream Monitoring Program document, which is a Memorandum of Understanding among organizations involved in watershed conservation and stream sampling; and WHEREAS, signing the memorandum of understanding creates no obligations, financial or otherwise from the town, THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows: The Town of Leesburg will participate in the Loudoun County Cooperative Stream Monitoring Program in a cooperative effort to protect and restore the water resources of Loudoun County and the Town of Leesburg, and the town manager is authorized to sign the Memorandum of Understanding.
