7:0o Discuss proposed Groundwater protection Regulation
Ed Patton, Attorney from zisson ~ Veara, has been looking into this regulation. He attended a meeting with
the planning Board. They have decided to place a zoning bylaw on the warrant for the fall town meeting. Z ~
V is of the opinion that what these regulations do is as far as You can go with regards to regulating uses.
Jillian Douglass, Assistant Town Administrator stated Planning Board is proposing an earth removal bylaw,
pB-stated that he thought the Board would not lean towards a ban on mining. JD-passed out a draft article
from Planning Board re: earthmoving, removal and excavation. JH-thinks we should keep the current draft
and ban mining all together in zone 2 but allow current people doing it to continue. 'Paul Daniels questioned
what the pollution was, and why You can put a sewage system in ~ feet above groundwater? There was talk
about what would happen if the board shut down mining, they could put low income housing in and that
would be far worse than sand pits. The Board will keep on discussing this.
7:3o Scott Rley-discuss non Compliance of well capping
Nj told the Board that Mr.12jley said that Shawn Harrington put the well in so he should be the one ordered
to take it out. The Board asked that Nj get in touch with All Cape Well Drilling and let him i<now he has to
cap the well.
7:4o Down Cape Engineering-variance request for 20~ Cranview Road
Jamie McGrath, homeowner. Building a barn, but can't be far enough away from pond.
Motion: ~.-motion to grant variance. Ap seconded. 5 Yes.
7:SO David Karem-request for addition to home without updating septic system
Motion: JR;grant request with the condition that a letter of approval comes from OCean Edge of
approval. KJ seconded. 5 Yes.

Motion: JH- since it's been ~ Years, since an offense has occurred, the Board will charge $10o as a first

Paid fine..4pologized. UJon't happen again.
9:so Reef RealtY-request for an extension of DPCP-Doran Drive
Motion: ,4P-grant extension for one year. JH seconded. 3 Yes. JR,and KJ abstained due to conflict
of interest.

NI and TM spot<e to the Board about all the problems that have been occurring with this new regulation and
to get some clarification.
