THE BREWSTER BOARD OF HEALTH REGULAR MEETING
TUESDAY, NOVEMBER 6, 2007 AT 7:OOPM

Present: Dan Brightman, Chairman, Joanne Hughes, Vice Chairman, James Reynolds, Keith Johnson,
Andrew Petty, Nancy Ellis Ice, Health Director and Tammi Mason, Administrative Clerk
7:00 East Cape Engineering-variance request for 27 North Pond Drive
Chris Wickson represented the client. This is an upgrade due to a failed leaching system. The proposed
system is also less than 300' from a pond. The following variances are being requested:
1. 22 foot variance to the pond
2. 3 foot variance from sas to road line
3. 2 foot variance from septic tank to property line
4. 1 foot variance from septic tank to foundation wall
5. proposed 6 foot cover over pump chamber
6. proposed 4.5 foot cover over existing septic tank
Motion: AP motioned to approve variances as requested with the Environmentally Sensitive Area
conditions applying. JR seconded. 5 yes.
7:10 1105 Millstone Road-approval of an I/A system
No one showed for this. The Board agreed to continue this until the next meeting.
7:20 Felco Engineering-variance request for 61 Seaview Road
David Lajoie represented the client. The variance being requested is for the final cover over the leach
area to be over 36".
Motion: AP motioned to approve the variance as requested. JR seconded. 5 yes.
7:30 Cynthia Mickle-request to have house designated as a three bedroom
The Board discussed this and voted to designate this as a three bedroom home right now, but under the
new Bedroom Definition, if the system fails it would have to be replaced to accommodate a four bedroom.
7:40 Chillingsworth-follow up on dumpster complaint
Owners were not present. Dwight Ritter, an abutter was present to voice his concerns.
Motion: AP motioned to have the owner's move the dumpster within 2 weeks or fines will start for
everyday that they are over the 2 weeks and a 2008 permit will not be issued until the dumpster is
moved. JH seconded. 5 yes.

8:00 The Woodlands at Pleasant Bay-food establishment application
Motion: ]H motioned to approve permit application with the Assistant Health Director's
recommendations. JR seconded. 5 yes.
8:10 Heather MacKenzie-massage therapist application
Motion: JH motioned to grant permit. JR seconded. 5 yes.
8:20 Ryder &Wilcox-variance request for 20 Tanglewood Road
Terry Ryder represented the client. The sas system is less than 300' from a pond and there is no room for
a reserve area.
Motion: AP motioned to approve variance request with the condition that when the system fails, it
has to be replaced in the current spot. JR seconded. 5 yes.
8:30 Ryder &Wilcox-request for approval of an I/A system at Lot 2 Satucket Road
Terry Ryder explained that this lot needs and I/A system because of it being in Zone 2 and the client
wanting more bedrooms. It will be a Singular System.
Motion: ]R-grant approval for I/A system but a deed restriction must be recorded that the house
can only be 5 bedrooms. AP seconded. 5 yes.
8:40 Howard & Florence Strum-250 Sheep Pond Drive-request to keep SAS not 300' from pond
Motion: JR-grant request. AP seconded. 5 yes.
8:50 Ryder &Wilcox-variance request for 191 Winslow Landing Road
Terry Ryder asked that this be withdrawn.
9:00 Darrel Gove-massage therapist application
Motion: )H-grant permit. JR seconded. 5 yes.
9:10 Rhoda & Edwin Davidson-oil tank variance request for 51 Newport Road
Motion: AP- deny request. KJ seconded. 5 yes.
9:20 Brooke Jessop-massage therapist application
Motion: JH-grant permit. JR seconded. 5 yes.

3. Discuss Health Director's '08 objectives
JH suggested that as one of the objectives the Health Director could go to commercial areas of Zone 2 and
do inspections to see what is actually going on there.
4. Discuss restaurant seat count
The Board discussed this issue.
