PROPOSING THE ANNEXATION OF CERTAIN AREAS WITHIN
LOUDOUN COUNTY AND APPOINTING A SPECIAL COMMITTEE
TO NEGOTIATE WITH THE BOARD OF SUPERVISORS OF
LOUDOUN COUNTY, VIRGINIA
WHEREAS, the Town of Leesburg has determined that the annexation of certain areas of
Loudoun County, as shown on the map attached hereto, is both necessary and expedient
considering the best interests of the people in the Town, the people in the areas proposed for
annexation, and the people in the remaining portion of the County, and considering the best
interest of the State in promoting strong and viable units of government; and
WHEREAS, the areas proposed for annexation are located almost entirely within the
"Urban Growth Area," which is that area surrounding the current boundaries of the Town of
Leesburg previously identified in County and Town planning documents as most appropriate for
urban growth; and
WHEREAS, the annexation of these areas will give the Town greater control over the
future development of these areas, will facilitate the construction of necessary capital
improvements to address the growing transportation needs facing the Leesburg area, and will
allow the Town to provide appropriate urban services to the citizens in those areas; and
WHEREAS, the annexation of these areas will provide the Town with vacant land
suitable for development and will expand the Town's tax resources; and
WHEREAS, the areas proposed for annexation have a community of interest with the
Town that is greater than with the remaining portion of the County.

RECOMMENDING ANNEXATION OF CERTAIN AREAS WITHING
LOUDOUN COUNTY
THEREFORE, BE 1T RESOLVED by the Council of the Town of Leesburg, Virginia:
That the Town of Leesburg proposes the annexation of those certain areas
of Loudoun County shown on the map attached hereto;
That the Town Council invites the Board of Supervisors for Loudoun
County to negotiate a voluntary settlement of annexation issues;

That a special negotiating committee for the Town, consisting of the
Mayor B. J. Webb, Councilman George Atwell, Councilman Robert
Zoldos and Town Manager, Robert S. Noe, Jr., be authorized to meet and
to negotiate with representatives from the Board of Supervisors of
Loudoun County; and,
That the Town Attorney and Special Legal Counsel are authorized to take
all other such actions and to employ such special consultants as are
necessary to accomplish the objectives set forth herein.
