HomeMy Public PortalAboutHistorical Commission -- 2007-05-29 MinutesDate approved © ~' Page 1 of 1 Vote: '~ -o -o TOWN OF BREWSTER BREWSTER HISTORICAL COMMISSION May 29, 2007 Meeting Minutes The meeting began at 2 PM in Room A at Town Hall with members Sue Carr (chair), Roy Robinson, Joan Carstanjen, Pat Busch and Ellen St. Sure in attendance. 1) Minutes of the May 1st meeting were unanimously approved, as amended. 2) Elliott Carr, chair of the Brewster CPC, joined the meeting to discuss various questions raised in a recent CPC meeting. There were basically three questions: a) Who defines whether a project has historical significance meriting funds for preservation? b) When is a Preservation Restriction required? c) Who is responsible for checking on the progress of the project? Elliott suggested that generally both the CPC and the BHC should be guided in their decisions by "What's good for the town." He also noted that we need to be clear about who certifies when a CPC-subsidized job is completed and who will monitor the property later to assure long-term compliance with restrictions and/or agreements with the CPA. He asked that the BHS meet as a group with the CPA at its meeting on Wednesday, June 27th at 4:00 PM at Town Hall, to give our answers to the CPA questions. 3) Sue and Roy met with Charlie Sumner about developing Preservation Restrictions on CPA funded properties. Charlie proposed that such Restrictions be required only on historic preservation projects funded with grants over $50,000 (though a formal Restriction could be required on under-$50,000 projects, if appropriate). Letters of Agreement will be required for funded projects under $50,000. Preservation Restrictions are required on any land or buildings purchased with CPA funds, regardless of amount. 4) Sue asked that we develop guidelines for determining "HIstorical Significance." She and Roy will prepare provisional guidelines for discussion at the next BHC meeting. 5) Sue asked that BHC members make suggestions about the Demolition Delay guidelines by email. 6) Sue brought the large map prepared by Kathy, at Town Hall, showing all known historic (pre-1900) properties in Brewster. Ellen will see whether Kathy can divide it into quarters and enlarge them for easier reading (with 6 copies for BHC members and Building inspector). If she can't ,Sue will take it to Hyannis for dividing and enlarging. 7) Agreed that the BHC would hold a special meeting at 2:00 on Monday, June 25, at Town Hall to prepare for the meeting with the CPC on June 27th.
