REQUESTING THE GENERAL ASSEMBLY TO AMEND THE TOWN
OF LEESBURG CHARTER TO REMOVE THE ADVICE AND
CONSENT OF COUNCIL REQUIREMENT WHEN THE TOWN
MANAGER APPOINTS A FINANCE DIRECTOR
WHEREAS, on October 23, 2001 the Town Council approved the 2002 General
Assembly Legislative Program (Resolution 2001-178), which included a request of the General
Assembly to amend Chapter 7 of the Town Charter to remove the advice and consent of Council
requirement when Town Manager appoints a Finance Director; and
WHEREAS, on November 16, 2001 a public heating notice was duly advertised in a
newspaper of general circulation; and
WHEREAS, on November 27, 2001 the Council held a public hearing on the proposed
charter amendment according to Section 15.2-202 of the Code of Virginia; and
WHEREAS, staff recommends that Council request the charter amendment.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Council requests that the General Assembly amend Chapter 7 of the Town Charter to read as
follows:
SECTION 1.
Sec. 7-1.1. Director of finance.

director of finance who shall be the chief financial official of the municipality and who shall
have the same power and duties provided by the Constitution and general law for commissioners

of revenue for counties, who shall serve at the pleasure of the municipal manager. The director of
finance may utilize the assessments of real property and personal property in the office of the
commissioner of revenue for the county of Loudoun for the assessment of the real property and
personal property for the purpose of levying a tax by the council.
