RESOLUTION NO. 2001-213 ADOPTED December 11, 2001
A RESOLUTION: AWARDING A CONTRACT TO NEW CONSTRUCTION IN THE
AMOUNT OF $868,420.00 FOR THE WEST SIDE SAFETY AREA
IMPROVEMENTS AT ! JEESBURG EXECUTIVE AIRPORT
WHEREAS, An Invitation for Bid was issued for the West Side Safety Improvements at
the Leesburg Executive Airport; and
WHEREAS, three bidders responded as shown below:

WHEREAS, the bids were evaluated in accordance with the town Purchasing Policy; and
WHEREAS, New Construction Inc. was the apparent low bidder; and
WHEREAS, funds in the amount of $763,100 were approved in the FY02 Capital
Improvement Plan of which $76,445 has been expended leaving and available balance of
$686,655; and
WHEREAS, the references of the lowest responsive, responsible bidder for this purchase
are acceptable; and
WHEREAS, the Airport Director and Airport Commission recommend award of a
purchase contract in the amount of $868,420.00 to New Construction Inc., for the West Side
Runway Safety Area Improvements of the Leesburg Executive Airport as specified in the
Invitation for Bid.

A RESOLUTION: AWARDING A CONTRACT TO NEW CONSTRUCTION, INC. IN THE
AMOUNT OF $868,420.00 FOR THE WEST SIDE RUNWAY SAFETY
AREA IMPROVEMENTS AT LEESBURG EXECUTIVE AIRPORT.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Manager is hereby authorized to execute a contract for the West
Side Runway Safety Area Improvements to New Construction, Inc. in the amount of $868,420.00,
in a form acceptable to the Town Attorney.
SECTION II. The Town Council approves an additional appropriation in the amount of
$181,765 for the West Side Safety Area Improvements of which ninety-eight percent (98%) is
funded by Federal and State Grants and the remaining two percent (2%) from the Airport
Operating Account.
