Missouri Boulevard Sidewalk Project, Waverly to Beck Street, Grant Update
We are pleased to announce to you that the City's grant application fo r sidewal ks along Missouri
Boulevard from Waverly Street to Beck Street was viewed favorably and was selected for fund in g by
the Missouri Department of Transportation.
The grant incl udes a 5 ' wide sidewalk stretching along Missouri Boulevard fro m Chipotle to the Sub
Shop as well as improvements to f our bus stops including pads , shelters and bike ra cks. It also
prov ides for signalized pedestrian crosswalks across Missou ri Bou le vard at Southwest Boulevard and
across Beck Street at Missouri Boulevard .
The next step in the process is to enter into an agreement with Mo DOT conce rning the proj ect. It is
anticipated that this agreement w i ll appear befo re the Council at the February 61h meeting .

Development Agreement with Helias and Agreement with the County for a
joint City/County Sales Tax Project.
City Staff wou ld like the Committee to affirm its recommendation to allocate a maxi mum of $500 ,000 to
the development agreement with Helias fo r necessary improvements to Myrtle Avenue as was
presented and discussed at the December 2016 Committee meeting . In addition Staff would ask the
Committee to recommend that we pursue the establishment of these improvements as a joint
City/County Sales Tax project.
Since December Staff have continued to work w ith He l ias representatives and t he ir consu ltan t to refine
the ideas that were presented to you . The one significate change t hat is be ing conside red is the
installation of a pedestrian underpass i n li eu of the raised pedestrian crosswa lk that had been
prev ious ly contemplated .
Hel ias representatives believe that the unde r pass wi ll better serve t he ir needs in co nne ctin g the two
parts of their campus. G iven that this will add to the overall cost of the project He li as is in tending to
pursue private donations to cover the costs incurred by its construct ion . If th is opt ion is ult imately
chosen the overall project cost includ ing the road work and underpass is estimated to be $650 ,000 to
$700 ,000 . We would anticipate that language of the development agreement would incl ude the
establishment of Helias as the owner of the underpass in terms of its operations and maintenance .
Wh ile we would like to move this forward with haste given the anticipated opening to the sports facil ity
the f ina l wording of the development agreement and details of the ex hi bits rema i n to be final ized . It is
anticipated that the agreement could be presented to the Council at t he Febr uary 201h meeting . If
desired by the Committee , it would be our intention to have the City/County Ag reement run concurrently
with the Helias development agreement.

2. Approval of the September 22, 2016 Committee meeting minutes
Councilman Hussey moved and Councilman Prather seconded to approve the September 22,
2016 minutes, motion carried.
3. New Business
1. 114 East Tanner Way Tax Lien Release (Janice McMillan)
Ms. McMillan explained the Cole County Collector recently sold this property to get it back on
the tax rolls. The Collector is requesting the City release its 2016 tax lien on this property as the new
owner, S R Madison Street, LLC, has paid off the back taxes as well as the City's 2015 tax lien and
has a strong track record of property maintenance.

Councilman Hussey moved and Councilman Prather seconded to forward the tax lien release
to the City Council with recommendation to approve, motion carried.
2. Storm Water Utility Proposal (Matt Morasch)
Mr. Morasch distributed photographs of storm water problems within the City. He explained a
storm water utility is a dedicated fee to fund storm water collection and flood control services. The
funds could be used for:
1. Replacement of neighborhood storm water collections systems in an orderly fashion that
meets community expectations;
2. Flood resiliency projects such as upsizing culverts to keep roads from flooding and promote
public safety;
3. Regional detention areas to support flood control;
4. Bridge maintenance and replacement;
5. Maintain and restore neighborhood stream corridors to improve storm water flow;
6. Infrastructure enhancements in neighborhoods to improve storm water collection;
7. Cost sharing program to stabilize neighborhoods by bringing structures into compliance with
storm water codes.

There was discussion among Committee members and staff regarding implementation, cost to
property owners, and the City's aging storm water infrastructure.
Councilman Hussey moved and Councilman Prather seconded to refer the Storm Water Utility
Proposal to the City Council, with recommendation to put this item as a ballot issue on the April ballot,
motion carried.
3. Ordinance Updates (Janice McMillan)
Ms. McMillan explained as a result of complaints regarding the impacts of nighttime and after
hour's business operations, draft ordinance changes to the noise and business use of sidewalks have
been drafted. The noise ordinance includes changes to hours and point of measurement. The
sidewalk ordinance addresses a permit for a sidewalk cafe or sidewalk business use permit.
Ordinance changes in zoning and business licensing are in progress and may be expected to be
submitted for discussion in 2017.
There was discussion among Committee members and staff on the inclusion of sidewalk
sales, measurement point, and whether there has been any public input regarding the ordinance
updates.
Committee members requested staff have public meetings on this issue within the next month
and bring back to the Committee.
4. Wastewater Lining Project for 2017 (Eric Seaman)
Mr. Seaman explained this project is to comply with the EPA Consent Order. This is a $2 mil.
Project with six miles of lining and will include some storm water pipes.

5. Morris Packing Railroad Spur Funding (David Bange)
Mr. Bange distributed a plan from the Consultant on the design.

There was discussion among Committee members, staff and those present from CMPS and
Cole County Public Works regarding this being a City/County project, the agreement to extend the rail
spur, the additional costs, the number of jobs being created, and Union Pacific requesting a second
track to switch out rail cars rather than switching them on the main line.
Mr. Landwehr explained a revised agreement will go to the County Commission for approval
and then to the City Council for their concurrence.
6. Helias Development Agreement (David Bange)
Mr. Bange explained staff recommends the Committee accept the request from Helias
Catholic High School concerning a development agreement relating to improvements along the Myrtle
Avenue corridor. The City would be responsible for design improvements necessary to eliminate the
sight distance limitations at the sports complex driveway and at the northern leg of Swifts Highway
including an enhanced pedestrian crosswalk and provide funding to cover the costs of these
improvements.
Mr. Morasch explained staff would begin drafting the agreement.
7. Capital Avenue Scope Review-City/County Project (David Bange)
Mr. Bange explained staff requests the Committee endorse the recommendation to proceed
with the Capital Avenue project as designed and authorize the use of unbudgeted funds within the
current sales tax to cover the projected overruns.
Councilman Hussey moved and Councilman Prather seconded to refer the project to the City
Council with recommendation to approve, motion carried.
8. 2017 CDBG Policy and Procedures Manual (Jayme Abbott)
Ms. Abbott explained because the City receives funds from the CDBG they must have a plan
adopted each year.

4. Other Topics
1. Water Main Leak Report (Britt Smith)
Mr. Smith referred Committee members to the report included in the packet.

2. Fluoride Information (Janice McMillan)
Ms. McMillan referred Committee members to the information included in the packet which
includes federal, state, local and water quality reports.
There was discussion among Committee member, staff, and those present regarding the
current fluoride levels added to the water, other chemicals included in the water, and various
researches on harmful effects of fluoride in the water.
Committee members requested this item be referred to the Environmental Quality Committee
for review.
5. Citizen Opportunity to address Council/Staff on Storrnwater and Other Public Works
Issues

Mrs. Reuter spoke to the Committee regarding the flooding of her property at 1302 lsom Drive.

Release of 2016 City Tax Lien for 415 E Ashley St
The property at 415 East Ashley St is a residential tract has been the subject of regular
abatement actions by the City's code enforcement division over the years. In June 2016, the
property was subject of an administrative search warrant that resulted in the property being
condemned , and removal of over 60 cats and a dog .
In August 2016 , the property owner and lien holder donated the property to River City Habitat
for Humanity. The new owner has other ownership interests in properties in the vicinity, and a
strong track record of creating affordable housing for the low income individuals , which is a vast
improvement from the prior situation.
Staff recommends releasing the tax lien. If agreeable to the Public Works and Planning
Committee , this matter would proceed to the City Council for approval.
The fiscal impact to the City is $2.483.95

All Day Pass Promotion
Starting today , JEFFTRAN will offer a promotional fare of $3 for an All Day Pass .
Currently the general bus fare is $1 for each segment of a trip, with free transfers .
If a patron plans to utilize more than 3 segments in a single day , the All Day Pass will
provide an opportunity for savings for JEFFTRAN riders.
Federal Transit Administration (FTA) regulations allow promotional fares for up to (but
not exceeding) a 6 month period . The promotion will be evaluated on an ongoing basis
during the time period it 's offered . Depending on how the promotion is received ,
JEFFTRAN may explore additional promotional/pass options in the future.
JEFFTRAN will market the promotion via social media and other outlets .

Two Replacement Handiwheels buses
JEFFTRAN proposes replacing two Handiwheels buses which are beyond their useful
life benchmarks.
Funding for these replacement buses would come from FTA Section 5310 funds .
These funds are administrated by the Missouri Department of Transportation (MoDOT),
and must be used for the transport of senior citizens and the individuals with disabilities.
If approved, the 5310 program would provide the majority of funding for the purchase of
transit rolling stock, replacing the oldest two Handiwheels buses with an average of over
160,000 miles each.
Federal funds for the buses are estimated to be $97,465 .60 while the local share is
estimated to be $40 ,396.40 . The local source of funds is JEFFTRAN's portion of the
Capital Improvement Program (CIP).
JEFFTRAN makes modifications to bus floor plans in order to 1) prov ide standardization
and 2) be as efficient as possible with a flexible floor plan and 3) enhance and
standardize security by upgrading cameras, and MoDOT does not participate in these
modifications.
If approved , we anticipate the delivery of the replacement buses in late summer 2017 .

MEETING SCHEDULE

7:30a.m. in the Boone/Bancroft Conference Room (upper level) John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri, on
Thursday after the third Monday of the month. We will follow this schedule
unless you are notified of a change.
