A RESOLUTION: AWARDING A CONTRACT TO CAMPBELL & PARIS
ENGINEERS TO PROVIDE ARCHITECTUAL, ENGINEERING
AND PROJECT MANAGEMENT SERVICES AT LEESBURG
EXECUTIVE AIRPORT
WHEREAS, the Leesburg Executive Airport is the Commonwealth's second
busiest general aviation airport; and
WHEREAS, the Town is dedicated to a capital improvement program at the
airport to increase capacity and maintain a high level of safety; and
WHEREAS, the Town desires to retain a consultant to provide architectural,
engineering, and project management services at Leesburg Executive Airport; and
WHEREAS, the Town issued a Request for Proposal for such consulting services
on October 26, 2001, and received five responses by the deadline; and
WHEREAS, proposals were reviewed by the selection committee consisting of
the Chairman of the Airport Commission, the Vice-Chairman of the Airport Commission,
the Airport Director, and the Director of Engineering and Public Works; and
WHEREAS, following applicable provisions of the Virginia Procurement
Rules the selection committee determined the highest ranked offeror to be Campbell &
Pads Engineers, and
WHEREAS, successful negotiations were held at the conclusion of the selection
process with Campbell & Pads Engineers to arrive at a competitive hourly fee schedule;
and
WHEREAS, Campbell & Pads Engineers provide consulting services on a project

by project basis, hourly fees are included in the Capital Improvement Program budget for
each project, and are customarily reimbursable through Federal and State grants up to 98
percent; and
WHEREAS, the Airport Commission and the Airport Director recommend the
award of contract to Campbell & ParAs Engineers for a term of 36 months, with
provisions for two 12 month extensions upon mutual agreement.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that the Town Manager is hereby authorized to execute a contract for architectural,
engineering and project management services with Campbell & Pads Engineers in a form
acceptable to the Town Attorney.
