A RESOLUTION: AUTHORIZING THE INSTITUTION OF ANNEXATION
PROCEEDINGS AGAINST LOUDOUN COUNTY, VIRGINIA
WHEREAS, the Town of Leesburg has determined that the annexation of certain areas of
Loudoun County, as shown on the map attached hereto, is both necessary and expedient
considering the best interest of the people in the Town, the people in the areas proposed for
annexation, and the people in the remaining portion of the County, and considering the best
interests of the State in promoting strong and viable units of government; and
WHEREAS, the annexation of these areas will provide the Town with vacant land
suitable for development at a density substantially below that contemplated in Loudoun County
plans and the opportunity to expand the Town's tax resources; and
WHEREAS, the proposed annexation will give the Town greater control over the future
development of these areas and will facilitate the construction of necessary capital improvements
to address the growing transportation needs facing the Leesburg area; and
WHEREAS, the areas proposed for annexation have an increasing need for urban
services and the Town is in a better position than the County to supply such services; and
WHEREAS, the areas proposed for annexation have a community of interest with the
Town that is greater than the remaining portion of the County; and
WHEREAS, the County, as a result of such annexation, will lose only an insignificant
amount of tax revenues, which will not affect its ability to provide services to people in the
remaining portion of the County.

RESOLUTION: AUTHORIZING ANNEXATION PROCEEDINGS
THEREFORE, BE IT RESOLVED by the Council in the Town of Leesburg, Virginia as
follows:
SECTION I. That the Town of Leesburg shall initiate and pursue all such procedures as
may be necessary pursuant to Chapter 29 and Chapter 32 of Title 15.2 of the Code of Virginia
(1950), as amended, to accomplish the annexation of those areas of Loudoun County, described
by metes and bounds on Exhibit A and the map attached as Exhibit A-1.
SECTION II. That the Town Attorney and Special Legal Counsel are directed to notify
the Commission on Local Government that the Town intends to petition the Circuit Court of
Loudoun County for the annexation of said territory.
SECTION III. That the Town Council further directs its Town Manager and special legal
counsel to notify the Commission, pursuant to Section 15.2-2907(E) of the Code of Virginia
(1950), as amended, that the Town desires to negotiate, under the direction of the Commission's
designated mediator, an agreement with the County for the annexation of said territory to the
Town.
SECTION IV. That the Town Manager is authorized to take all other such actions and to
employ such special consultants as are necessary to accomplish the objectives set forth herein.
