A RESOLUTION:
AWARDING THE FAIRVIEW STREET IMROVEMENTS PROJECT
CONSTRUCTION CONTRACT TO TESSA CONSTRUCTION &
TECHNOLOGY, LLC FOR A BID AMOUNT OF $650,431.00
WHEREAS, the FY 2002 Capital Improvements Program includes a project for the construction
of new curb, gutter, storm drainage pipes and inlets, a sidewalk on the east side of the road, and an asphalt
trail on the west side of the road, and roadway grading to improve sight distance from West Market Street
to the Riding Trail Court; and
WHEREAS, in response to a public solicitation for bids for the construction of the project, the
town received bids from 15 contractors as follows:

WHEREAS, this is a "Unit Price" Contract; and.
WHEREAS, the final contract price will be determined, based on the as-built drawings, by the
amount of work performed by the contractor for each item of work multiplied by the established unit
price for that item of work; and
WHEREAS, the bids were evaluated by the Capital Projects Engineer and the Capital Projects
Administrator in accordance with the town Purchasing Policy; and

TECHNOLOGY, LLC FOR A BID AMOUNT OF $650,431.00
WHEREAS, Tessa Construction & Technology, LLC, was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, the budget for design, land acquisition, and construction, is $840,000.00, of which
$133,255.72 was spent for design, $41,950.00 was spent on land acquisition, and $33,765.41 will be used
for placing the overhead utilities underground and installing six Colonial style street lights, and
WHEREAS, the project includes water line upgrades, and the Utility department share of this
work is $100,000.00; and
WHEREAS, Town Council appropriated $100,000 in the FY 2002 mid-year budget from the
Utilities Fund to cover the cost of the water system upgrades, and;
WHEREAS, the available funds including the Department of Utility's share is $731,028.87
WHEREAS, the Director of Engineering and Public Works and the Capital Projects
Administrator recommend awarding a contract to Tessa Construction & Technology, LLC, in the amount
of $650,431.00 for the construction of the Fairview Street Improvements Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is authorized to execute a contract with Tessa Construction & Technology,
LLC, in the amount of $650,431.00 for the construction of the Fairview Street Improvements Project.
