MEDINA CITY COUNCIL MEETING MINUTES OF JUNE 21, 2011
The City Council of Medina, Minnesota met in special session on June 21, 2011 at 5:30
p.m. at the Medina City Hall, 2052 County. Road 24, Medina, MN.
I. Call to Order
Members Present: Weir, Martinson, Pederson
Members Absent: Crosby, Siitari
Also Present: Interim City Administrator Doug Reeder, Finance Director Jeanne Day,
City Planner Dusty Finke, Police Chief Ed Belland, Public Works Superintendent Steve
Scherer and City Attorney Ron Batty.
II. Employee Benefits
Reeder provided an overview of the current City Employee benefits and suggested
alternative approaches to reducing the City's cost of providing health and dental
benefits. Discussion was held by the Council, expressing concern that the employees be
treated fairly, but that the rising cost of health benefits was a concern.
Martinson moved, Pederson seconded, to direct staff to prepare a resolution for City
Council consideration which would freeze the amount of City contribution to health
benefits at the 2011 level until the employee contribution equaled 25% of the monthly
cost of health and dental insurance. Motion passed unanimously.
Martinson moved, Pederson seconded , to direct staff to prepare a resolution for City
Council consideration which would cap the amount of sick leave which is payable to all
new City employees (starting after adoption of the resolution) upon their termination of
employment. Motion passed unanimously.
III. Bella Terra Final Wear Course
Scherer presented an update on the cul de sac which needed to be completed in the Bell
Terra subdivision. He noted that the work would cost about $24,000 to complete the
wear course, do curb replacement and repair a catch basin. He noted that the developer
was supposed to complete the road work when the lots were sold, however, he has
ignored requests to do the work and the City would have to take legal action to compel
him to complete it. Scherer suggested that another option would be to assess property
to pay for the road work, but that could meet with some resident resistance since they
were told the developer would complete the work. The third option presented by

Scherer was to have the City complete the work using City funds, since the other two
options could meet with resistance and cause considerable legal costs.
Pederson moved, Martinson seconded, to direct staff to contract to have the road
completed using money from the Road Improvement Fund. Motion passed
unanimously.
The meeting was recessed from 6: 20 pm to 6: 30 pm.
IV. Cudd Phase III Strategy
City Attorney Batty gave the City Council the background on this project and reported
that there was a lack of right of way to complete the construction of Arrowhead Road
going North past the Bridgewater Development to Hackamore Road and bring it up to a
normal standard. He noted that according to the developer's agreement, the developer
was not required to upgrade the road until the lots were all sold and developed.
Residents from the Bridgewater Subdivision were present at the meeting and expressed
their concern that the road be upgraded to provide a safer road for pedestrians and
vehicles. After discussing the situation the City Council took no action.
V. Adjournment
The meeting was adjourned at 7 pm.
