AT THE COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Dennis McArthur, Council members; Steve Elliott, Jane Shaw, Dan Gubler, Public Works Supervisor Zech Prouse, City Clerk Robyn Keyes. VISITORS: Sally Price Mayor Andersen brought the meeting to order Trash Mandate Issue: Council member Gubler he was still gathering information regarding the trash collection mandate. He said he had a mock contract and the attorney recommended that the City not only look at the mock contract, but also to create their own along with a request for proposals (RFP) that stated the City's specific needs. Council member Gubler asked the other council members what provisions they would like to be addressed in the RFP, which will help give guidance to the attorney when he writes the contract. Mayor Andersen said all of the details must be in order before the issue goes to a vote in May. Council member Gubler suggested educating the public with information in the newsletter that stated the reasons for the mandate and the benefits to the public. The newsletter would satisfy any legal notification requirements as well. Mayor Andersen asked if Bonneville County had started to charge for each use at the transfer station. Council member Gubler said property taxes were not adequately funding the dumping sites and that the County had been talking about going to a user based pay system. Council member Gubler suggested waiting to see what the County was going to do before taking the mandate to the City ballot. Council member Gubler also said that due to the unstable economy, perhaps waiting awhile might be a good choice. Council member Gubler noted even though 67% of the public would like to have a single entity trash service, according to the comprehensive survey, 67% was not an overwhelming majority. Council member Elliott also noted the survey was conducted two years ago. Council member Shaw said several of her neighbors stated they were against the mandate. Mayor Andersen suggested moving forward with the preparation of the RFP and contract so when a decision is reached, the City will be prepared. Council member Gubler agreed. Mayor Andersen said once the county decided if it was going to charge a per user fee, the voters could then make a more informed choice and he was concerned about the older people with set incomes. Council President McArthur also suggested educating the public about the county situation and the reasons the City was interested in the mandate. Mayor Andersen said he was in favor of waiting awhile to take the issue to the voters. Council member Elliott agreed that the issue should be tabled until the economy stabilized. Council member Shaw agreed. Council member Gubler said he had a list of some local cities that had a mandate in place. Mayor Andersen suggested contacting those cities to see if they would share any of their knowledge regarding the issue. Council Member Gubler and Clerk Keyes said they would contact those cities. Council member Gubler gave a copy of the sample RFP to the other Council members and proceeded to read the RFP (attached). Council President McArthur said he is also in favor of waiting to take issue to vote and would like the newsletter to publish an article 1 educating the public to the facts and benefits of the service. Mayor Andersen agreed and stated the City was not trying to create more government, but rather was looking ahead at what was best for the City and the people. Council President McArthur suggested including in the newsletter the wear and tear on the streets created by two garbage trucks each week, and the difficulty with snow removal in the winter. It was decided to report back next City Council meeting with any new information. Mayor Andersen asked Council member Gubler if he had the opportunity to research redesigning the Council chambers. Council member Gubler said he had been busy but would start making plans. The acoustics of the room was discussed and Clerk Keyes said her husband could help Council member Gubler make decisions regarding positive sound reinforcement. Meeting adjourned at 6:30 p.m. 2 So oft City of Iona RFP for Solid Waste Collection The City of Iona is accepting proposals for a five year contract for Solid Waste Collection of all residential and commercial household type garbage. The contractor would be responsible for the following: • Furnishing all labor, equipment and containers necessary to collect solid waste from residents and commercial businesses in the City of Iona. • Garbage pickups will be once a week for residences and as needed for commercial businesses. • Residential containers shall be a minimum of 95 gallons, and contractor will furnish appropriate containers for commercial businesses. • Provide proof of liability insurance for a minimum of $ 1,000,000.00 on all lines auto, workers comp, and general liability. • Provide a performance security bond for $ 100,000.00 to be renewed annually during the contract period. (Bond companies should have the highest rating.) Proposals should be no more than; five ,pages and include the following: • Cost per residential pickup, a list of applicable commercial costs, and pick up schedule and procedures. • Company policy or indication of what any rate increases would be based on during the five year contract. • Experience history with references and a list of landfill sites used by the company. • Number of days to be operational from date of contract award. • A bid Bond is required in the amount of $ 100,000. Bond shall be in the form of a cashiers check or bond. (Bond companies should have the highest rating.) The City of Iona will continue to do all billing to customers for garbage collection: Selected contractor will not be allowed to subcontract without prior approval. Proposals are due by September 28th, 2008 no later than 4:00 pm. A list of current billing and customer information is available at the City>;Ofice Monday through Friday 9:00 am. to 4:00 pm. (Proposals will be evaluated as follows: Price and indication of rate increase — 50%; Experience - 30%; Time to be in operation — 10%; Complete and conciseness of proposal — 10 %.) 6769 W.
