RESOLUTION:
AUTHORIZING THE AWARD OF A CONTRACT TO PBGH, LLC
FOR AUDIT SERVICES FOR THE FISCAL YEAR ENDING JUNE 30,
2002.
WHEREAS, proposals were solicited from certified public accounting finns to provide the
town with auditing services for the fiscal year ending June 30, 2002, with the option to renew
for the subsequent four fiscal years; and
WHEREAS, on March 11, 2002 proposals were received from six certified public
accounting finns; and
WHEREAS, the proposals received were reviewed by an evaluation committee composed
of the Director of Finance, Deputy Director of Finance, Budget Officer and Deputy Town
Manager; and
WHEREAS, the committee short listed the six finns and conducted interviews with
Mitchell and Company, PC, Robinson, Farmer, Cox Associates and PBGH, LLC; and
WHEREAS, based on the criteria established in the Request For Proposals, interviews, and
references the evaluation committee recommends award of the audit contract for the fiscal year
ending June 30, 2002 to PBGH, LLC.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
Section I. The Town Manager is authorized to execute a contract, in a form
acceptable to the Town Attorney, with PBGH, LLC for the purpose of providing the town with

auditing services for the fiscal year ending June 30, 2002. The contract will provide for up to
four one-year renewal options subject to annual review and recommendation of the Finance
Director, the satisfactory negotiation of terms, the concurrence of the Town Council and the
availability of an appropriation.
Section II. The scope of their services will be limited to those contained in the
Request For Proposals and their proposal dated March 11, 2002 at a fee not to exceed $40,250.
The fee for the four option years will be renegotiated at the time of renewal.
