APPROVING A CHANGE ORDER TO THE CONSTRUCTION
CONTRACT WITH WAYNESBORO CONSTRUCTION COMPANY
TO REPLACE THE EXISTING METAL ROOF AT IDA LEE PARK
RECREATION CENTER FOR AN AMOUNT NOT TO EXCEED
$300,000.00
WHEREAS, the roof replacement is necessary because the existing roof at the Ida Lee
Park Recreation Center is failing and causing equipment and furniture damage from the leaks;
and
WHEREAS, the roof is over ten years old and replacement is more cost effective than
repair; and
WHEREAS, the Town of Leesburg's 2002 Capital Improvement Program includes a
project for roof replacement at Ida Lee Park Recreation Center; and
WHEREAS, the available funding for this proj'ect is $300,000.00; and
WHEREAS, the roof replacement change order is estimated to be under $300,000.00;
and
WHEREAS, the roof replacement change order would be carded out as Time and
Material and not as a fixed price because the conditiOn of the roof underlayment, Which may
need to be replaced at certain locations and can only be checked after the metal roof is removed;
and
WHEREAS, the Capital Improvement Project Policies and Procedures Manual requires
that change orders that exceed $100,000.00 must be considered for approval by Town Council;
and

RECREATION CENTER FOR AN AMOUNT NOT TO EXCEED
$300,000.00
WHEREAS, staff recommends adding the roof replacement to the construction contract
with Waynesboro Construction who has been contracted to build the new expansion to the
recreation center, so as to ensure a watertight joint between the two roofs constructed by the
same contractor and covered by the same warrantee.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is hereby authorized to approve a change order with the Waynesboro
Construction Company on behalf of the town, in an estimated amount not to exceed $300,000.00
for replacement of the existing roof on the Ida Lee Recreation Center.
