A RESOLUTION:
AUTHORIZING THE PAYMENT OF TROUTMAN, SANDERS, MAYS
AND VALENTINE, THE ANNEXATION SPECIAL LEGAL COUNSEL,
IN THE AMOUNT OF $152,081.61 FOR ANNEXATION SERVICES
AND MAKING AN APPROPRIATION OF FUNDS
WHEREAS, on February 12, 2002, the Council adopted Resolution 2002-27, which
directed the town manager and the special legal counsel to take all steps necessary to prepare and
publicize a filing of the Council's scaled back annexation proposal with the Virginia
Commission on Local Government; and
WHEREAS, Troutman, Sanders, Mays and Valentine, the special legal counsel for the
annexation, completed the filing, began preparing for the Commission hearing, and performed
other activities to advance the annexation with the assistance of planning, engineering, and public
information specialists; and
WHEREAS, $152,081.61 is needed to compensate the special legal counsel and its
consultants for these services; and
WHEREAS, staff has identified $52,081.61 in existing funds towards these expenses; and
WHEREAS, staff recommends the appropriation of additional funds towards these
expenses.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Council appropriates $50,000 from the General Fund year end fund balance and $50,000 from
the Utilities Fund year end fund balance.
FURTHER, RESOLVED that the Town Manager is authorized to make payment to
Troutman, Sanders, Mays and Valentine in.the amount of $152,081.61 for annexation services.
