AUTHORIZING THE TOWN MANAGER TO EXECUTE A
CONTRACT WITH MCA URBAN PLANNING FOR A DOWNTOWN
BUSINESS DEVELOPMENT STRATEGY AND IMPLEMENTATION
PLAN BILLABLE AT A FEE NOT TO EXCEED $58,577.00 AND
AUTHORIZING THE TOWN MANAGER TO EXECUTE A
CONTRACT WITH THE NORTHERN VIRGINIA REGIONAL
COMMISSION FOR A CHARRETTE NOT TO EXCEED $20,000.00.
WHEREAS, the Leesburg Town Council supports enhancing Leesburg's position as a
commercial, historic, and tourist center for Loudoun County; and
WHEREAS, the work of the Leesburg Economic Development Commission encourages
and supports economic progress and stability; and
WHEREAS, the Leesburg town staff and Leesburg Economic Development Commission
representatives evaluated and interviewed Downtown Business Development Strategy farms
according to the town's procurement policies and made a £mal recommendation to the Mayor
and Council on May 14, 2002, and
WHEREAS, the Northern Virginia Regional Commission desires to contract with the
town for a three-day intensive planning exercise called a eharrette designed to involve the entire
community to solve problems through consensus; and
WHEREAS, the charrette planning sessions and economic study and implementation
plan will be coordinated; and
WHEREAS, the staff recommends these coordinated activities.
THEREFORE RESOLVED by the Council of the Town of Leesburg in Virginia, as
follows:

WITH MCA URBAN PLANNING FOR A DOWNTOWN BUSINESS
DEVELOPMENT STRATEGY AND IMPLEMENTATION PLAN
BILLABLE AT A FEE NOT TO EXCEED $58,577.00 AND
AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT
WITH THE NORTHERN VIRGINIA REGIONAL COMMISSION FOR A
CHARRETTE NOT TO EXCEED $20,000.00.
SECTION I. The Town Manager is hereby authorized to execute a contract with MCA
Urban Planning, in a form acceptable to the Town Attorney, for the Downtown Business
Development Strategy and Implementation Plan, for a fee not to exceed $58,577.00 from the
Economic Development Contractual Services FY 2002 budget.
SECTION II. The Town Manager is hereby authorized to execute a contract, in a form
acceptable to the Town Attorney, with the Northern Virginia Regional Commission for a
charrette in the Town of Leesburg in the fall of 2002 for a fee not to exceed $20,000.00 from
private donations and town sources.
