TOWN OF BREWSTER MINUTES OF PLANNING BOARD
Affordable Housing Work Session
Tuesday August 21, 2007 7:00 P.M.
Brewster Town Office Building
Chairman Henchy convened the Planning Board work session at 7:OOPM in the Brewster Town Office Building
with members Elizabeth Taylor, and John McMullen.
Present: The Affordable Housing Committee, Zoning Board of Appeals: Phil Jackson, Art Stewart, Harvey
Freeman, Paul Keaney
The Affordable Housing Committee presented a brief history or why this bylaw was developed. The Selectman
felt this needed to be addressed. Currently the way it is being handled is through 406 projects and the Town
really needs to accommodate affordable housing in the Town. Hopefully, this bylaw will give the Town an
alternative to the 40B Projects. There are only approx. 250 lots that may be able to take advantage of the bylaw.
Right now only approx. 6-7% of Town is Affordable. The state requires 10% affordable in order to avoid a 40B.
There is a 5 year waiting list for affordable homes in Brewster.
One of the big issues relating to the bylaw is how to enforce -would this become a nightmare for our enforcement
agent. This issue would need to be addressed but the applicants would need to go through a qualification
process and it could be monitored.
A lengthy discussion continued and the three Planning Board members in attendance felt this was a good bylaw
and it should go to Town Meeting.
