A RESOLUTION:

CAPITAL IMPROVEMENT PROJECT POLICIES AND
AMENDING THE
PROCEDURES MANUAL AND DELEGATING AUTHORITY FOR UPDATES
AND REVISIONS TO THE TOWN MANAGER
WHEREAS, on May 1, 2001, the Town Council adopted the Capital Improvement Project Policies and
Procedures Manual (the "CIP Manual"), which clarifies roles and responsibilities, establishes checks and
balances, sets limits of authority, and references key policy documents; and
WHEREAS, the capital projects staff recommends revising the CIP Manual to establish additional
checks and balances and to foster improved coordination among departments; and
WHEREAS, the CIP Manual will, from time to time, require updating and revising to remain a valuable
tool to project staff; and
WHEREAS, the staff recommends that the Town Council adopt these amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I: The Capital Improvement Project Policies and Procedures Manual of May 1, 2001 is
hereby amended.
SECTION II: The Town Manager is authorized to revise the CIP Manual from time to time, except he
may not increase the amounts of contract authority re-delegated under Section VI of the CIP Manual.
SECTION III: The Town Manager will forward to the Council any changes to the CIP Manual upon
promulgation.
