RESOLUTION NO. 2002- ! 03 ADOPTED' June 25, 2002
A RESOLUTION: AUTHORIZING THE SPECIAL COUNSEL TO REQUEST A CONTINUANCE OF
THE COMMISSION ON LOCAL GOVERNMENT'S HEARING ON
ANNEXATION
WHEREAS, the Commission on Local Government has scheduled hearings on July 29, 30, and 31,
2002 to review requests by the Town of Leesburg and by AllFirst Trust Company, N.A., and other
landowners, for the annexation of certain properties to the Town; and
WHEREAS, Leesburg will have two new Town Council members as of July 1, 2002, and the
Council members-elect have indicated that they need additional time to examine the merits of the proposed
expansion of Leesburg's boundaries; and
WHEREAS, a third new member of Town Council must be appointed to fill the vacancy that will be
caused, as of July 1, 2002, by the Vice-Mayor succeeding to the office of Mayor; and the person appointed to
fill that Council position will also require time to study the merits of the annexation; and
WHEREAS, the new Town Council taking office on July 1, 2002, must determine its position on the
pending annexation proceedings and should have an opportunity to discuss a possible settlement with the
Loudoun County Board of Supervisors before any hearings are conducted before the Commission on Local
Government.
THEREFORE, RESOLVED by the Council as follows:
SECTION I. Special counsel for the Town is authorized to request a continuance of the
Commission's hearing for up to six months.
SECTION II. Special counsel shall notify the Commission of this request and seek the concurrence
of the other parties to the proceedings.
