THE CITY OF RICHMOND, INDIANA, MARCH 25, 2010
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday,
March 25, 2010, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond,
Indiana. In attendance were Board members Vicki Robinson and Mary Jo Flood. Absent was Dian
Lawson. Also attending were Assistant Chief Oscar Abner, Fire Department; Tony Foster, Metropolitan
Development; Assistant City Attorney Kim Vessels; Doug Goss, Information & Technology; and Lt. Kevin
Wampler, Police Department
The following business was conducted:
CALL TO ORDER:
Board President Vicki Robinson called the meeting to order and noted for the minutes that she, Ms. Flood
and legal counsel were present.
APPROVAL OF MINUTES:
Ms. Flood moved to approve the minutes of March 18, 2010 as presented, supported by Ms. Robinson.
Upon a vote viva voce, the motion passed.
CLAIMS FOR PAYMENT:
Ms. Flood moved to approve Claims for Payment in the amount of $177,429.71 which includes:
$29,151.23 — City's portion of 9 -1 -1 salaries and benefits
$40,610.58 — Harvest Land — Fuel
$19,849.00 — Clark Dietz — preliminary engineering of the reconstruction of
South "E" Street
$42,613.00 - Butler, Fairman, Seufert — Scenic Byway Grant for Gorge Design
and TE Grant for CSX acquisition of right -of -way
The motion was supported by Ms. Robinson. Upon a vote viva voce, the motion passed.
FIREFIGHTER CANDIDATES:
Mr. Abner requested approval to hire two Probationary Firefighters. This hire would be subject to
PERF "s acceptance.
Ms. Flood moved to approve Michael Paul Davis, supported by Ms. Robinson. Upon a vote viva
voce, the motion passed.
Ms. Flood moved to approve Mathew Tabale Baker, supported by Ms. Robinson. Upon a vote viva
voce, the motion passed.
SIDEWALK ENCROAACHMENT PERMIT:
Presented by Mr. Foster, this request is for a permit to lace tables and chairs on the sidewalk at The
5th Street Coffee and Bagel shop at 211 South 5 h Street. The Department of Metropolitan
Development recommends approval.
Ms. Flood moved to approve the recommendation of Mr. Foster, supported by Ms. Robinson. Upon a
vote viva voce, the motion passed.

CONTRACTS:
A. CONTRACT NO. 37 -2010, ELITE CLEAN for Janitorial Services for the City Building:
Ms. Flood moved for approval, supported by Ms. Robinson. Upon a vote viva voce, the motion
passed.
B. CONTRACT NO. 38 -2010, BADER MECHANICAL for maintenance of the HVAC system in the
City Building.
Ms. Flood moved for approval, supported by Ms. Robinson. Upon a vote viva voce, the motion
passed.
C. CONTRACT NO. 39 -2010, IKON OFFICE SOLUTIONS for a copier and service agreement for
the Sanitary District.

D. CONTRACT NO. 40 -2010, SECURE CONTENT SOLUTIONS to provide maintenance, updates
and upgrades of the software and associated licensing for the City of Richmond. This Contract is
a four -year renewal of the current contract for anti -virus software. Mr. Goss recommended
approval.
Ms. Flood moved for approval, supported by Ms. Robinson. Upon a vote viva voce, the motion
passed.
E. CONTRACT NO. 36 -2010, RECOVERY CONSULTING
Tabled
BID AWARDS:
A. Mr. Foster made the recommendation to enter into negotiations with Crane, Inc. for professional
services for Construction Manager /Developer for the Neighborhood Stabilization Project Grant.
Ms. Flood moved for approval, supported by Ms. Robinson. Upon a vote viva voce, the motion
passed.
B. Administration of the Neighborhood Stabilization Project Grant - Tabled
SPECIAL EVENTS
A. Presented by Lieutenant Wampler and submitted by the American Legion Post 65 at 109 North 6th
Street to inform the board of a Car Show with a DJ that the Legion was going to have on
Saturday, May 8, 2010. No action required.
PLACEMENT OF NO LOITERING SIGNS
A. Presented by Lieutenant Wampler a request for the placement of two "No Loitering" signs to
placed on the parking lot at the northeast corner of North 16th and Main Street.

A. Ms. Robinson opened the Request for Qualifications for the Transportation Plan. They are as
follows:

A. Ms. Robinson opened quotes from Title Companies for the Neighborhood Stabilization Project.
They are as follows:
1) Freedom Title — approximately 20 properties at a cost of $125.00 each with any request
for additional documents would be $1.00 per page
2) Premier Title Services - $55.00 each plus copies
3) Empire Title Services — 30 year for a fee of $75.00 each
B. Ms. Robinson opened quotes for Appraisal Firms for the Neighborhood Stabilization Project.
There was only one from Dickman Appraisal Services for $270.00 per appraisal.
