RESOLUTION: TO APPROVE A CHANGE ORDER WITH HUGHES GROUP
ARCHITECTS FOR AN EXTENSION OF FIVE MONTHS FOR CONSTRUCTION
ADMINISTRATION SERVICES RELATED TO THE EXPANSION OF IDA LEE PARK
RECREATION CENTER IN AN AMOUNT NOT TO EXCEED $29,496.00
WHEREAS, in November 1999, the town awarded a contract to Hughes Group Architects in
an original amount of $361,253.00 to provide design and engineering services for the expansion of
Ida Lee Park Recreation center.
WHEREAS, as part of the contract, Hughes Group provided 12-months of construction
administration which included design plans for the project, construction meetings, on-site
inspections, shop drawings approval, and responses to requests for information from the general
contractor; and
WHEREAS, in 2001, Town Council awarded a contract to Waynesboro Construction in the
amount of $6,458,000.00 to construct a 32,600 square foot expansion of Ida Lee Park Recreation
Center; and
WHEREAS, in April of 2001, a notice to proceed was issued to commence a 15-month
construction schedule, which is not expected to reach substantial completion until mid-September;
and
WHEREAS, to date, five change orders in the total amount of $139,520.00 have been
approved for Hughes Group Architects including the warm water therapy pool, build-out of the
lower level, two racquetball courts, additional showers, data/telephone outlets, and additional
construction administration services for replacement of the existing metal roof; and

RECREATION CENTER IN AN AMOUNT NOT TO EXCEED $29,496.00
WHEREAS, the current construction schedule is estimated to require 17 months to reach
substantial completion, as a result, five additional months of construction administration services
are necessary.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that a
contract extension of five months with Hughes Group Architects is required and approved in order to
complete the project in an amount not to exceed $29,496.00.
