ARESOLUTION: AMENDING RESOLUTION //95-172 TO ALLOW THE OPENING OF
STREET CONNECTIONS OF MARSHALL DRIVE AT WILDMAN
STREET, WOODBERRY ROAD AT LOUNSBERRY COURT, CATOCTIN
CIRCLE AT MARSHALL DRIVE AND CATOCTIN CIRCLE AT NORTH
STREET
WHEREAS, Resolution//95-172, adopted on August 8, 1995, established that all connections to
existing roads installed as part of the Exeter Hills Subdivision be opened on the same day after
completion of the roads in the subdivision and completion of improvements to certain existing town
streets; and
WHEREAS, Resolution 4/99-290, adopted on September 14, 1999, amended Resolution ~5-172
to allow the opening of the Mayfair Drive connection to North Street; and
WHEREAS, Resolution//99-291, adopted on September 14, 1999, amended Resolution//'95-172
to allow the opening the connection of North Street between Prince Street and Catoctin Circle; and
WHEREAS, residents of the Exeter Hills 'Subdivision have requested the removal of barricades
where new subdivision streets connect to existing town streets on Marshall Drive, Woodberry Road and
Catoctin Circle; and
WHEREAS, a public hearing was held on June 11', 2002 to receive comments from residents and
six of the nine speakers expressed support for removal of the barricades; and
WHEREAS, a recent update of the 1995 Northeast Leesburg Throughfare Plan traffic study
analyzed the impact of opening street connections at Marshall Drive, Woodberry Road and Catoctin
Circle; and
WHEREAS, the updated traffic study concluded that the removal of the barricades would have
minimal effect on the road network and there would be no significant increase on any roadway in the
study area; and

STREET, WOODBERRY ROAD AT LOUNSBERRY COURT, CATOCTIN
CIRCLE AT MARSHALL DRIVE AND CATOCTIN CIRCLE AT NORTH
STREET
WHEREAS, the Standing Residential Traffic Committee supports removing the barricades on
Marshall Drive, Woodberry Road and the new portion of Catoctin Circle; leaving the barricades at
connections to old Catoctin Circle, Queen Street and Washington Street until improvements to these
streets are completed; and installing traffic circles on Catoctin Circle at Marshall Drive and North Street;
and
WHEREAS, the improvements to the existing roads is planned to be completed by the fall of
2003; and
WHEREAS, The Department of Engineering and Public Works recommends the Town Council
open the streets to provide better access for emergency services for fire, rescue and police, and for
municipal services including trash collection, street sweeping, snow removal and road maintenance, and
also recommends the barricades on old Catoctin Circle, Queen Street and Washington Street remain until
the proposed improvements are completed and traffic-calming features are added to Catoctin Circle at
North Street and Marshall Drive.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
Resolution //95-172 is amended to allow the opening of Marshall Drive at Wildman Street,
Woodberry Road at Lounsberry Court, Catoctin Circle at Marshall Drive and Catoctin Circle at North
Street with the following conditions:
1. The barricades shall be removed on August 1, 2002 following notification of the residents
in the neighborhood.
2. The barricaded connections where new streets connect to old streets at Catoctin Circle,
Queen Street and Washington Street shall remain until the proposed improvements to
these streets are completed.

3. Traffic circles at the intersections of Marshall Drive at Catoctin Circle and North Street at
Catoctin Circle shall be added to the Capital Improvement Plant for improvements to
existing streets.
4. An all-way stop condition shall be established at the intersection of Marshall Drive and
Catoctin Circle.
5. An all-way stop condition shall be established at the intersection of Marshall Drive and
Wildman Street.
