HomeMy Public PortalAbout2002_06_25_r112The Town of Leesburg, trg ma RESOLUTION NO. 2002-112 PRESENTED June 25, 2002 ADOPTED June 25, 2002 A RESOLUTION: FORMING A CITIZEN TASK FORCE TO STUDY FUTURE LAND USES OF AREAS PROPOSED FOR ANNEXATION BY THE TOWN OF LEESBURG WHEREAS, the Town Council adopted a resolution proposing the annexation of certain areas within Loudoun County near the Leesburg Executive Airport and the Balls Bluff Park; and WHEREAS, the Town Council desires to receive valuable input from citizens both within Leesburg and the County regarding future land uses to help guide the Council in negotiating an annexation agreement with the County. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows: That the Council shall appoint a citizen task force comprised of no less than 15 persons from the Leesburg area to study land uses over a 15 to 25 year period in the proposed annexation area around the airport. Of this task force: a. Five shall be local residents, of which three will be from the town and two from the proposed annexation area, b. Five shall be local business persons, of which three are to represent downtown Leesburg businesses, and c. Five shall be local elected officials, of which three are to be from the Town Council and two from the County Board of Supervisors. 2. That a Councilmember appointed by the Town Council shall chair the task force. o That by October 15, 2002, the task force shall report to the Council on its findings and any recommended changes necessary for the planning and zoning of the areas proposed for annexation with particular attention to: a. Historical sites for preservation based on an inventory of sites, b. Environmental considerations including wetlands, flood plains, and steep slopes, c. Office, retail and light industrial uses to be developed in the area including the timing and maximum levels of development, d. Traffic in an effort to relieve downtown congestion, and -2- A RESOLUTION: FORMING A CITIZEN TASK FORCE TO STUDY FUTURE LAND USES OF AREAS PROPOSED FOR ANNEXATION BY THE TOWN OF LEESBURG eo fo Present and future transportation corridors that would facilitate business development of the annexation area and provide a connection to the Dulles Greenway, Public services and public facilities to serve the area. 4. That in preparing the report, the Task Force shall consider the 1982 Leesburg Area Management Plan and the 1997 Town Plan. PASSED this 25th day of June, 2002. ATTEST: clerk of Council !
