AN ORDINANCE: APPROVING TLOA-2020-0007 TO AMEND ARTICLE 7 OF
THE LEEBURG ZONING ORDINANCE TO INCORPORATE
BY REFERENCE THE GATEWAY DISTRICT DESIGN
GUIDELINES
WHEREAS, the Town Plan recognizes the importance of community design in the
entrance corridors leading to the H-1, Overlay, Old and Historic District, and Heritage
Resources Objective 2 specifically states, "Protect the approaches to the historic district through
comprehensive zoning and design policy to foster appropriate changes within the entrance
corridors"; and
WHEREAS, through Resolution 2016-136 the Town Council initiated a working group
consisting of members of the Planning Commission and the Board of Architectural Review to develop
recommendations on how to improve the H-2 Corridor program; and
WHEREAS, through Resolution 2017-122 the Town Council considered the
recommendations of the H-2 Work Group and found that the replacement of the H-2 Overlay an
Guidelines with the proposed Gateway District deserved further evaluation; and
WHEREAS, through Resolution No. 2018-028 the Town Council initiated amendments to
the Zoning Ordinance and the Official Zoning Map to establish the Gateway District (Overlay) and
Gateway Guidelines ; and
WHEREAS, the H-2 Work Group worked with staff to develop the Gateway District Design
Guidelines and recommends the current draft; and

GUIDELINES
WHEREAS, the Planning Commission held a work session on November 5, 2020, a
advertised public hearing on November 19, 2020, and at its meeting on November 19, 2020
recommended approval of TLOA-2020-0007 Gateway District Design Guidelines; and
WHEREAS, the Town Council held a duly advertised public hearing on these amendments
on December 8, 2020; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, ORDAINED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. That Section 7.12.4 of the Town of Leesburg Virginia Zoning Ordinance is
hereby amended to read as follows:
The Design Guidelines shall be used by the Preservation Planner and the Board of
Architectural Review in evaluting Certificates of Appropriatness applications. The
current Design Guidelines are the Gateway District Design Guildlines dated
December 8, 2020.
SECTION II. This ordinance shall be in effect upon its passage.
