A RESOLUTION : AWARDING THE CONSTRUCTION CONTRACT FOR THE
WIRT STREET WATERLINE REPLACEMENT TO MADIGAN
CONSTRUCTION INC. IN THE AMOUNT OF $325,695
WHEREAS, the Wirt Street Waterline Replacement is part of the Town-wide
waterline capital improvement program which is a funded capital project; and
WHEREAS, this contract award is for waterline improvements on Wirt Street
comprising of the removal of existing waterline and the installation of new waterline in the
general location of Wirt Street SW between First Street SW and Davis Ave, and replace
existing sanitary sewer main and manhole replacement on First Street SW; and
WHEREAS, in response to a public solicitation for construction bids for the Wirt
Street Waterline Replacement, the Town received seven bids on November 3, 2020 as
follows:
• Madigan Construction Inc. $325,695.00
• C.A. Murren and Sons $331,133.00
• Arthur Construction Company $334,930.00
• Fuog Interbuild, Inc. $345,069.56
• Crown Construction Service $351,590.00
• A&M Concrete Corporation $378,275.00
• Sagres Construction $382,725.00
WHEREAS,the bids were evaluated by the Director of the Department of Utilities and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Madigan Construction, Inc. was determined to be the lowest responsive
and responsible bidder; and

CONSTRUCTION INC. IN THE AMOUNT OF $325,695
WHEREAS, Madigan Construction Inc, of Loudoun County, VA is a Class A
licensed Contractor and authorized to conduct business in the Commonwealth of Virginia;
and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the
unit price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED,by the Council of the Town of Leesburg in Virginia that •
the Town Manager is authorized to execute a contract, in a form approved by the Town
Attorney, with Madigan Construction, Inc. in the amount of$325,695.00 for the Wirt Street
Waterline Replacement.
