Work Session regarding Airport Code Revisions
The meeting opened at 12:00 with Dan Scott chairing the
meeting.
Public members attending were Geoffrey Roth, Bob Youde, and
Brian O’Morrow. City Staff present included Michelle Groenevelt,
Garrett Mapp, Lindley Kirkpatrick, and John Anderson. Airport
Advisory Committee members present included Mark Thorien, Dan
Scott, Rik Poston, Matt Shaddle.
John Anderson reviewed the FAR Part 77 surfaces including
the Primary Zone, Transitional Zone, Horizontal Zone, and Approach
Zone. It was noted by Dan Scott that now that McCall Airport has an
instrument approach to runway 16 that the approach zone is now at a
ratio of 34:1 instead of 20:1 which it has been for the visual approach.
It was also noted that the approach zone now extends out to 10,000
feet instead of 5,000’, and that we will need to redraw the approach
zone on the map to reflect this change.
It was discussed that all construction on Airport Property
required that an Notice of Proposed Construction or Alteration, FAA
Form
It was understood by those present that the Part 77
designations are put in place to review the height of proposed
construction to assure that they do not penetrate the height in each of
these areas and that the purpose of this is to protect aircraft from
objects.

The Use table for Primary, Transitional, Horizontal, Conical,
and Approach Regulatory Overlay “zones” were extensively
discussed and reviewed. A discussion ensued to define what the
recommendations in this table meant and that the recommendation of
the AAC would likely be more protective of the Airport than what will
probably be adopted by the Planning and Zoning Commission and
City Council would likely adopt. The school and other uses were
discussed as being a non conforming use from the airport
perspective, but since they are already in place the public policy
makers will most likely need to make them acceptable with
conditions.
It was the consensus of the group that this table should be used
to make recommendations regarding any conditions of use for a
particular application. The uses in the table will be P for permitted, A
for administrative review, and WAC for a review and
recommendations for conditions to be placed upon an approval. All
new applications for a building permit in the Approach Zone should
result in a condition of approval that the landowner agree to an
“avigation agreement” which acknowledges the inherent dangers to
people on the ground of building in an approach zone and recognize
the noise and disturbance from overflying aircraft and holds the City
of McCall and the Airport harmless.
It was recognized that all uses in the Primary Zone are for
runway and associated uses and that all construction in the Primary
Zone require approval of FAA through the 7460-1 Notice of Proposed
Construction or Alteration Process.
Approach Zone uses were reviewed in detail resulting in
recommendations for use which are in the attached table. Uses in
the Transitional, Horizontal, and Conical Zones were briefly reviewed
and it was agreed that the Airport Manager would make
recommendations for the uses in each of these areas.
Uses in the API and APP zones were briefly discussed and it
was agreed that they will be discussed in more detail at the June 7,
2012 AAC meeting.
