A RESOLUTION : AWARDING A DESIGN CONTRACT FOR THE VETERANS
PARK AT BALLS BLUFF PROJECT TO ALPHA
CORPORATION FOR A NOT TO EXCEED AMOUNT OF
$376,923.22
WHEREAS, the Town of Leesburg, in partnership with NOVA Parks in March 2000,
acquired 141 acres along the Potomac River immediately adjacent to Balls Bluff Regional Park;
and
WHEREAS, the Town retained ownership of 86 acres in the amount of$2,035,908; and
WHEREAS, the Town Council approved the formal name of Veterans Park at Balls
Bluff in June 2002; and
WHEREAS, the Town Council approved a formal Master Plan to guide development
of the site in September 2002 ; and
WHEREAS, the Veterans Park at Balls Bluff project is a fully funded capital project due
to a capital contribution in the amount of$4 million from the County of Loudoun; and
WHEREAS, in response to a public solicitation to provide design and engineering
services for this project, the Town received 15 proposals on July 21, 2020; and
WHEREAS, the received proposals were evaluated by an evaluation committee in
accordance with the Town's procurement policy; and
WHEREAS, Alpha Corporation was ranked the highest by the evaluation committee
to provide the design and engineering services for this project; and

WHEREAS, the Director of Public Works and Capital Projects and the Chief
Procurement Officer recommend awarding the design contract for this project to Alpha
Corporation.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a contract, in a form approved by the
Town Attorney, with Alpha Corporation for a not to exceed amount of$376,923.22
for providing design and engineering services for the Veterans Park at Balls Bluff
Project.
