Brewster Town Office Building Chairman Henchy convened the Planning Board work session at 7:30PM in the Brewster Town Office Building with members Taylor, Cabezas, McMullen and Tubman. Mr. Henchy informed the audience that the purpose of the work session was to continue the discussion and review of the Water Quality Protection Bylaw. Everyone in the audience should have received and reviewed the text of the proposed by-law amendment. Present from Town offices: Board of Health: Nancy Ice, Joanne Hughes, Dave Bennett; Board of Selectman: Ed Lewis, Dyanne Cooney; Building Commissioner: Victor Staley; Conservation Committee: Carol Johnson, Steve McKenna, Peter Johnson; Water Quality Review Committee: Cynthia Baron; Zoning Board of Appeals: Bob McLellan; Town Administrators office: Jillian Douglass; Tax Payers Assoc.: John Geisler A lengthy discussion occurred regarding the overall proposed Water Quality Protection Bylaw. Some of the key points raised were as follows: BOH: did this bylaw pertain to all single family dwellings? And if so how would this ever be enforced? And is this truly realistic? BOH felt that Title 5 provided the protection necessary and single family dwellings should be exempt from this bylaw. In addition the rules and regulations that the Board of Health was developing could provide additional protection. Board of Selectman: wanted to make sure that we do whatever is necessary to protect the water supply and protect the run off. Conservation: This bylaw needs to protect not only groundwater but surface water. In addition the regulations developed should be generated by whoever is going to enforce. Town Administrator: Mentioned that the Cape Cod Commission had a model which may have additional information that should be included in the bylaw Planning Board: Requested that all boards/committees review the bylaw and submit written comments to the Planning Board prior to the next work session (by Jan. 4th). The Planning Board's next session was scheduled for January 9th at 7pm. Jon Witten, the Town's consultant, was scheduled to be at the meeting. Tubman motioned to adjourn. Second by McMullen. All Aye.
