A RESOLUTION: INITIATING ZONING ORDINANCE TEXT AMENDMENTS
TO ARTICLE 15 TO INCORPORATE THE GATEWAY
DISTRICT DESIGN GUIDELINES; TO INITIATE ZONING
ORDINANCE TEXT AMENDMENTS TO ARTICLES 10 AND
12 TO STRENGTHEN OPEN SPACE REQUIREMENTS FOR
NEW DEVELOPMENT; AND TO DIRECT STAFF TO
DEVELOP SITE DESIGN GUIDELINES FOR
INCORPORATION INTO THE TOWN PLAN
WHEREAS, the Gateway District Design Guidelines are being incorporated into the
Zoning Ordinance though a reference in Section 7.12.4, and;
WHEREAS, to effectively incorporate these Guidelines into the Zoning Ordinance,
the Zoning Administrator has recommended amendments to Article 15.10 and 15.10.2-4 that
cannot be done administratively and will require Town Council initiation; and
WHEREAS, on November 19, 2020 the Planning Commission recommended that
further changes be made to Zoning Ordinance Sections 10.3, 12.2, and 12.10 in an effort to
strengthen open space requirements for new development and better implement the Gateway
District Design Guidelines, and;
WHEREAS, during the discussion of TLOA 2020-0007, the Gateway District Design
Guidelines on November 19, 2020 the Planning Commission also noted that the site design
guidelines that are in the Gateway District Design Guidelines document could be expanded
and incorporated in the Town Plan to aid in reviews of rezoning and special exception
applications by staff, the Planning Commission and the Town Council.

A RESOLUTION: INITIATION OF ZONING ORDINANCE TEXT AMENDMENTS
TO ARTICLE 15 TO INCORPORATE THE GATEWAY
DISTRICT DESIGN GUIDELINES; TO INITIATE ZONING
ORDINANCE TEXT AMENDMENTS TO ARTICLES 10 AND 12
TO STRENGTHEN OPEN SPACE REQUIREMENTS FOR NEW
DEVELOPMENT; AND TO INITATE DEVELOPMENT OF SITE
DESIGN GUIDELINES FOR INCORPORATION INTO THE
TOWN PLAN
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. Text amendments to Article 15 of the Zoning Ordinance are hereby initiated to fully
incorporate the Gateway District Design Guidelines into the Zoning Ordinance.
2. Text amendments to Articles 10 and 12 of the Zoning Ordinace are hereby initiated
for purposes of strengthening open space requirements for new development.
3. Development of site design guidelines shall be developed by staff and reviewd by the
Planning Commission. The intent is to incorporate these guidelines into the
Comprehensive Plan by reference and they will be advertised for the Planning
Commission public hearing with the draft Legacy Leesburg Town Plan.
