Mr. Landis said he would like to bring up,the,matter of"the traffic control for south bound traffic on Collins Avenue near the old Administration Building. He said that he thought with the winter season coming on that tear , porary curbs or traffic buttons should be placed there to keep the traffic from cutting in front of north bound traffic. Mr. Webb said that he would take care of this. Mr. Broeman asked the status of the filling_of the low lots andMr:. Webb explained that a, number of the lots were being filled by an independent contractor as fill .was available from the.Surfside construction. There being no further business before the meeting on motion'of'Mr. Landis, seconded by Mt. Collins, the meeting adjourned. Attest:yy��.. ' Village Clerk DECEMBER 19, 1955 F Mayor The Council of Bal Harbour Village met at the Village Hall, Monday, December 19, 1955 at 7:OO o'clock P. M. Present: Messrs. Beatty;Broeman, and Collins Absent: Messrs. Brown and -Landis Also present were.W. H. Webb, Village Manager; Mary.Wetterer, Village Clerk; and Thomas Anderson, Village Attorney. The minutes of the .previous meeting of November 21, 1955 were approved as submitted. Mr. Laurence Tisch owner of the Americana Hotel and Mr. Te&Lotterman of Taylor ConstructionCompany appeared before the Council and asked that they be permitted to start work at 8:00 A. M. in order .to comply with union regula- , tions. They said they would have the workmen start 300 feet away from the Balmoral Hotel -under these conditions. After discussion it was agreed. that Mr. Webb would be authorized to act under Section 7 of Ordinance No. 13 and grant, permission on a temporary basis. Mr. Webb told the Council that he had received two bona fide offers for the purchase -of the Village Bond Issue. He said that Mr. Leo J. Ehrhart had offered to take the.$15,000.00 Issue and Mr. I. A. C'Shaughnessy had said'he would take all or any part of the Issue. Both these bids Were to purchase the Bonds at par, with 3% interest. After discussion it was moved by Mr. Broeman, seconded by Mr. Collins and unanimously voted that Mt. Webb be authorised to accept Mr. O'Shaughnessy'sbid for the purchase of the entire Issue'with the exception of that portion stated in Mr. Ehrhart's offer, and that both Mr. O'Shargunessy and Mr. Ehrhart be notified that the Bonds will be delivered in approximately thirty days. Mr. Webb said that four of the Councilmen had met with the County Commissioners and Mr. Robert C. Graham to discuss several problems and seek the Couhty's help in accomplishing them as followss i. County requested to re- build the seawall under the bridge. 2. Install-Whiteway light standards on the bridge. 3. 'Seek State aid in installing adequate storm drainage on Collins Avenue. Mr. Webbsaid.that he had written a follow up letter to Chairman I. D. MacVicar and that he had an answer stating that Mr. MacVicar had turned the matter over to Mr. Hugh Peters. The Village Manager stated that the traffic buttons hadtbeen..installed on Collins'Avenue between 9700 and the entrance to West Bel Harbour Boulevard, in.accordance with Mr. Landis' request at the October meeting. The, Mayor said that he and Mr. Webb had met With officials £iom Surfside and Bay Harbor Islands to discuss the water storage problem and from that meeting had met with the officials of the North Miami Water Company to.explore the possi- bility of being served by that Community, which was found to be impossible.: Mr. :Webb said that he had the report from the Village engineers as to the tetal'esti- mated water storage needed for Bat Harbour Village and Bay Harbor,Islands had also made a similar study. After further discussion it was agreed"that we would meet with the two towns to again discuss the possibility of a joint storage tank. Mention was made of the dinner meeting to be held January ltth and it was agreed that Mr. Webb would invite Dr. Leonard, Mr. Stokely, and Mr. Lummus to attend. The Secretary of the Pension Board -informed the'Couricil, acting as the Pension Committee, of the death of Hogan Hill, one of the maintenance crew, and thereupon Mr. Beatty, as Chai/San, agreed -to notify the Miami Beach First National Bank, 'as trustee, of the death of Hogan Hill and to authorize the re- lease of his contract to his beneficiary, Bettie Hill.' Mr. Beatty said that the Bat Harbour Club through the Board of Gover- nors had asked the Village to assist them in closing off the private streets in the Village., After discussion Mr. Webb was asked to contact Mr. Catchings Therrel, attorney for the Bai Harbour Club, and explain that the Village of Bal Harbour could take no part in the street closing program. Mr. Webb read a letter to the Council that the Chief of Police had. sent to all hotel managers at his request stating that any type of, gambling at their hotels would not be permitted.
