CONSULTING TOWN COUNCILMEMBERS FOR THE
SCHEDULING OF SPECIAL COUNCIL MEETINGS AND MAJOR
PUBLIC EVENTS
WHEREAS, it is the desire of the Town Council of the Town of Leesburg to ensure
maximum participation of its members at special meetings and major public events; and
WHEREAS, the Town of Leesburg is best served when all members of its elected Town
Council are present to deliberate.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Procedure.
a. The Town Manager shall attempt to identify and anticipate which special
meetings and events require a canvassing of councilmembers before a date is
set.
b. Any councilmember may request that a particular special event or meeting be
subject to a canvass before a date is set.
c. The Town Clerk will use all available notification procedures to canvass each
councilmember for availability, allowing at least 24 hours for response.
d. The Mayor in consultation with the Town Manager will then set the date and
time for the particular meeting or event.
SECTION II. Notwithstanding the foregoing, the Mayor may schedule a particular
meeting or event without canvassing councilmembers when time does not permit. The
Town Council of the Town of Leesburg recognizes that during years when there are

Town Council elections an organizational meeting during the first week of July may be
considered a regular meeting.
SECTION III. Nothing herein shall conflict with the requirements of the Code of
Virginia regarding special meetings.
