PLAN FOR #ZM-145 EDWARDS LANDING PLANNED RESIDENTIAL NEIGHBORHOOD WHEREAS, on January 8, 1991, Council approved rezoning #ZM-109 to establish the Edwards Landing Planned Residential Neighborhood with proffers, a concept plan and a sign detail plan; and WHEREAS, on August 8, 1995 Council approved rezoning #ZM-145 to amend the Concept Plan and proffers for the Edwards Landing the Planned Residential Neighborhood; and WHEREAS, on June 10, 2002, the Zoning Administrator issued a proffer interpretation that held that (1) certain proposed townhouse entrance signs made of stone and metal did not comply with the approved sign detail plan for the Edwards Landing Planned Residential Neighborhood, and (2) individual subdivision entrance signs were not authorized by the approved sign detail plan; and WHEREAS, on June 12, 2002, Mr. James Baish of the Land Planning and Design Group, Inc. filed an appeal of this interpretation to the Leesburg Town Council as authorized by Section 15.2-2301 of the 1950 Code of Virginia, as amended; and WHEREAS, on July 8, 2002 Council heard the appeal; and WHEREAS, Council has determined that (1) the proposed townhouse entrance signs meet the intent of the approved sign detail plan and (2) individual subdivision entrance signs are within the intent of the approved sign detail plan. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: .2. RESOLUTION: OVERTURNING THE ZONING ADMINISTRATOR'S INTERPRETATION OF THE SIGN DETAIL PLAN FOR #ZM-145 SECTION I. The Town Council hereby overturns the zoning administrator's interpretation of the sign detail plan for #ZM-145 and clarifies that the approved sign plan permits (1) the proposed townhouse entrance signs as shown on the plan entitled "Edwards Landing Sign Plan- Section One" dated November 19, 2001 and prepared by the Land Planning & Design Group, and (2) individual subdivision entrance signs for single family detached sections as shown on the plan entitled "Entrance Feature Location Plan" dated July, 2002 and prepared by the Land Planning & Design Group.
