AWARDING A CONTRACT TO ONYX ENGINEERING, INC. FOR
COUNCIL CHAMBER AUDIO-VISUAL IMPROVEMENTS AND
SERVICES UP TO $261,000, AND AUTHORIZING AN
APPROPRIATION OF ADDITIONAL ADELPHIA FRANCHISE
FUNDS
WHEREAS, Adelphia Communications, through its cable television franchise of October
2000, provided the Town of Leesburg with $285,000 to improve government access channel
broadcasts, of which $200,000 was included in the Fiscal Year 2002 Capital Improvements
Program; and
WHEREAS, the town staff, using established procurement procedures, solicited and
reviewed private sector proposals for audio-visual services and recommended Onyx Engineering,
Inc. of Richmond; and
WHEREAS, Onyx has proposed a system to greatly improve the sound and picture
quality benefiting the cable television and Council Chamber audiences and enhancing
presentations to the Town Council; and
WHEREAS, the Onyx-designed system will require $261,000 of the Adelphia
government access funds for installation, training and eight years of maintenance; and
WHEREAS, an appropriation of $61,000 from the Adelphia funds is necessary in
addition to the $200,000 already designated in the CIP to procure these services; and
WHEREAS, the Cable Television Advisory Commission, the Information Technology
Commission and the staff recommend the Onyx design.

COUNCIl. CHAMBER AUDIO-VISUAL IMPROVEMENTS AND
SERVICES UP TO $261,000, AND AUTHORIZING AN APPROPRIATION
OF ADDITIONAL ADELPHIA FRANCISE FUNDS
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The audio-visual improvements contact is awarded to Onyx Engineering,
Inc. in an amount up to $261,000, and the town manager is authorized to sign a contract in a
form acceptable to the town attorney.
SECTION II. An additional $61,000 is appropriated from the Adelphia Communication
government access funds to the capital account for the improvements contract.
SECTION III. The remaining $24,000 of the original $285,000 in Adelphia funds is
appropriated to the capital account for future equipment and related expenses.
