RESOLUTION NO. 2002-147 ADOPTED August 13, 2002
A RESOLUTION: AMENDING SECTIONS 12.1-51 AND 12.1-52 OF THE PERSONNEL
MANUAL REGARDING EMPLOYEE HEALTH INSURANCE
BENEFITS
WHEREAS, on September 1, 2002, the health insurance premiums will increase
30% in comparison to the corresponding amounts in FY 2002; and
WHEREAS, the amount of increase in health insurance budgeted for FY 2003 was
18%; and
WHEREAS, because the amount budgeted is insufficient to cover the premium
amount, the regular employees will be required to pay a portion of the premium; and
WHEREAS, Sections 12.1-51 and 12.1-52 of the Personnel Manual need to be
amended to permit the town to pass a portion of health insurance premiums on to employees and
retirees; and
WHEREAS, staff recommends approval of these amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia:
SECTION 12.1-51 and 12.1-52, Employee Benefits, are hereby amended as follows:

(a) All employees currently participating in the town's Life, Health,

town retirement program shall continue to do so following the
enactment of these rules. All eligible employees and officers of the
town appointed after the adoption of these rules shall participate in the
Virginia Supplemental Retirement System pursuant to Title 51 of the
Code of Virginia.
(b) The terms of this Article shall not apply to the following positions
and categories of positions:
(1) Temporary pm-time employees.
(2) Seasonal employees.

(a)
All employees of the town, unless provided otherwise by these rules,
are required to participate in group life,

by the Town Council. The town shall pay all of the total monthly
individual premiums for said coverage described above. The

insurance premiums himsetf, as well as a portion for their spouse,
family or other dependent coverage when a such coverage is
requested by the employee.
(b)
Employees eligible for retirement benefits under the state retirement
system with a minimum of 15 years of town service shall be eligible
to participate in the town's group health insurance until age 65 at
which time they shall be provided supplemental Medicare insurance.
Employees eligible for retirement benefits under the state retirement
system with 15 or more years of service and less than 20 years of
service participating in the plan shall be required to pay one-half of
the monthly individual health insurance premium and supplemental
insurance. Employees eligible for retirement benefits under the state
retirement system with 20 years of service or more may participate
in the plan and supplemental insurance will be at no cost to them.
Employees eligible for retirement benefits under the state retirement
system with 20 years of service or more who retire on or after
January_ 1, 2003 shall pay a portion, as determined by the town
manager, of the individual premium cost and supplemental
insurance will be provided to them at no cost. Retired employees
participating in the plan must pay all of the additional premium for
spouse, family or other dependent coverage as requested by the
retiree.
