Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Mark Hammer, Dave Murray and Tyler Wade. III. Public Petitions and Comments: Citizen Kathy Merrill raised a concern about how trash customers will receive information about recycling. Mayor Dory explained the situation, and how it came about. He explained how the City is working with Republic. IV. Special Request a. Street Closure Request- Greencastle Music Fest/ShamRock 5K- Motion by Adam Cohen to approve the street closure as presented, second by Dave Murray, 7-0, motion carried. V. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department— Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King i. City Attorney - Laurie Robertson Hardwick VI. Reports a. Mayor's Report- Mayor updated the council on the following items: • Locust Street should be open soon. Concrete still needs to cure. There will be intermittent closures on Olive Street. • Continue to work on lease with YMCA • Pool improvements in bathhouse continue. • Pool slide bids will be due on January 21, 2020. • Working with Oscar and Ed on five year capital list for Water and Wastewater. • Meeting with INDOT on the Jackson Street waterline project. • b Clerk-Treasurer's Report- Working on year-end reports for the State. W- 2's will be available to employees at the end of the week. c. Councilors' Report- Adam Cohen welcomed the new Common Council members. Adam felt the changeover to the County taking over Operation Life has gone well. Stacie Langdon welcomed Cody and Veronica to the Council. Stacie very optimistic about the new council, the salary survey, and the progress of our community. Veronica Pejril thanked everyone for their warm welcome. Cody Eckert thanked the City for the opportunity to attend the AIM Training. Mark Hammer reminded each councilor they have $9,000 in the budget to spend in their ward. Dave Murray reinforced the $9,000, and stated if your project is more than $9,000 be sure to reach out to an at- large member to partner with. Tyler Wade reminded us that the General Assembly is back in session. VII. Approval of Minutes a. Regular Session-December 12, 2019- Minutes were tabled till next month. VIII. Approval of City Claims a. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 7-0, motion carried. IX. Old Business- None X. New Business A. Putnam County/Greencastle Development Center Request- Motion by Dave Murray to approve the Contract for Professional Services, and the invoice for $50,000, second by Tyler Wade, 7-0, motion carried. B. Organizational Matter i. Election of Council President a. Motion by Adam Cohen to nominate Mark Hammer, second by Stacie Langdon, 7-0, motion carried. ii. Date, Time and Place for 2020 Council Meetings a. Motion was made by Adam Cohen to have the Council meetings on the second Thursday of each month at 7:00 p.m. at City Hall, second by Veronica Pejril, 7-0, motion carried. C. Annual City Council and Mayoral Appointments a. Annual appointment to Redevelopment Commission Erika Gilmore and Lottie Barcus were presented to the Council for reappointment for one year. A motion by Tyler Wade was made to accept Erika Gilmore and Lottie Barcus, second by Dave Murray, 7-0, motion carried. D. Council Assignment: The following assignments were made: i. Greencastle/Putnam County Development Center- Stacie Langdon ii. Commission on Sustainability- Adam Cohen iii. Putnam County 911- Veronica Pejril iv. Tree Board — Mark Hammer v. City Planning Commission- Mark Hammer to 1/31/2020 vi. Budget Committee- Stacie Langdon, Dave Murray, Adam Cohen, Cody Eckert vii. Human Rights Commission- Tyler Wade viii. Any other Assignments Motion by Dave Murray to approve the above council assignments, second by Tyler Wade, 7-0, motion carried. E. Department Liaisons: The following assignments were made: i. Department of Public Works — Dave Murray ii. Fire Department— Cody Eckert iii. Forest Hill Cemetery— Veronica Pejril iv. Parks and Recreation — Tyler Wade v. Planning — Mark Hammer vi. Police Department— Stacie Langdon vii. Utilities — Adam Cohen Xl. Adjournment Motion by Tyler Wade to dismiss at 8:50 PM, second by Stacie Langdon, 7-0, motion carried. William A.
