A RESOLUTION: AUTHORIZING TIME EXTENSIONS FOR COMPLETION OF PUBLIC
IMPROVEMENTS AND APPROVING PERFORMANCE GUARANTEES
FOR NORTHLAKE SECTIONS 1 & 4; NORTHLAKE LAKE; AND
NORTHLAKE ROAD IMPROVEMENTS
WHEREAS, Brookfield Washington, Inc. (formerly Coscan Washington, Inc~), the developer
of Northlake Sections 1 and 4; Northlake Lake; and the Northlake Road Improvements has not
completed all the required public improvements in accordance with the approved construction
drawings and town standards within the two-year period agreed to in the contract for public
improvements and previously approved time extension; and
WHEREAS, the developer has requested a time extension to complete the public
improvements; and
WHEREAS, this subdivision is in Loudoun County and the town's bonded improvements are
water and sanitary sewer only; and
WHEREAS, corporate surety bonds in the amount of $15,753.83 for Section 1; $17,912.55
for Section 4; $9,679.57 for Northlake Lake, from The American Home Assurance Company, and a
cash bond in the amount of $5,364.62 for Northlake Road Improvements were provided by the
developer to guarantee the installation of public improvements; and
WHEREAS, the town's Director of Engineering and Public Works recommends a time
extension to August 2, 2003 for Northlake Section 1; August 18, 2003 for Northlake Section 4;
August 2, 2003 for Northlake Lake; and July 14, 2003 for Northlake Road Improvements.

FOR NORTHLAKE SECTION 1; NORTI-ILAKE SECTION 4;
NORTHLAKE LAKE; AND NORTHLAKE ROAD IMPROVEMENTS
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The corporate surety bonds from The American Home Assurance Company in
the amounts listed above are approved to guarantee the installation of public improvements in
Northlake Sections 1 and 4; Northlake Lake; and Northlake Road Improvements.
SECTION Il. The time extensions to August 2, 2003 for Northlake Section 1; August 18,
2003 for Northlake Section 4; August 2, 2003 for Northlake Lake; and July 14, 2003 for Northlake
Road Improvements for completion of the public improvements are approved.
