A RESOLUTION:
APPROVING A CHANGE ORDER WITH BUCHART HORN
INCORPORATED FOR AN EXTENSION OF CONSTRUCTION
MANAGEMENT SERVICES RELATED TO THE IDA LEE
PARK RECREATION CENTER EXPANSION IN AN AMOUNT
NOT TO EXCEED $80,080.00
WHEREAS, in September 2000, the town awarded a contract to Buchart Horn, Inc.
in an original amount of $215,012 to provide construction management services for the
expansion of Ida Lee Park Recreation Center; and
WHEREAS, as part of the original contract, Buchart Horn, Inc. reviewed the design
plans for the architect, completed a constructability review, assisted with the bidding
process to hire the general contractor, conducted construction meetings, and provided on-
site inspection eight (8) hours per day, five (5) days per week; and
WHEREAS, it was anticipated that these services would cover the original estimate
of a 12-month construction period for the expansion project; and
WHEREAS, in 2001, TOwn Council awarded a contract to Waynesboro
Construction in the amount of $6,458,000.00 to construct a 32,600 square foot expansion of
Ida Lee Park Recreation Center, and in April of 2001, a Notice to Proceed was issued to
commence a 15-month construction schedule; and
WHEREAS, to date, one change order in the total amount of $49,668 has been
approved for Buchart Horn, which was necessary to extend Buchart Horn's contract to
match the construction contract, which covered a 15-month period; and

MANAGEMENT SERVICES NOT TO EXCEED $80,080.00
WHEREAS, the current contractual date to reach substantial completion is
September 23, 2002, but it is the shared opinion of the architect, construction manager and
staff that the project will not reach substantial completion until October or November 2002;
and
WHEREAS, the Director of Parks and Recreation and the Capital Projects Manager
recommend the contract with Buchart Horn for construction management services be
extended through November 2002 in an amount not to exceed $80,080.00.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that the change order with Buchart Horn is approved as presented in an amount not to
exceed $80,080.00 from funds which are available within the $9 million budget for this
project under budget code 901.9400.300.302.
