Call to Order Jim Wisch called the meeting to order at 10:32 am. 2. Review and approve minutes from the meeting held on December 20,2016. The minutes were approved. 3. Old Business none 4. Continue discussion adoption of the code with proposed amendments. Discussions continued on the proposed list of amendments. Results of the 2nd review are listed on the attached page,which finished the proposed list of items. 5. New Business—next meeting assignment. The committee will continue review of the list of proposed amendments. 6. Public Comments No public comments were made. 7. Next meeting date?^'February7th? The next meeting will be February 7, 2017. 8. Adjourn The meeting adjourned at 12:01 pm. 2015 Existing Building Code and Commentary possible amendments: Reviewed and approved 2nd reading of proposed amendments: 1. Section 105.2-refer to Sections 706(reroofing)and 707.2 for addition or replacement of roofing or replacement of equipment-what is exempt from permit? (Defer to Steering Committee)-Philosophy is to exempt residential (1 and 2 family)envelope repair/replacement work. Otherwise, an office consulting/permit fee is required for all commercial envelope repair/replacement work. 2. Section 401.1.1-Code-change "shall"to"nom";Commentary change"must"to "should" 3. Section 401.2.3-What are the existing seismic force categories for Jefferson City? 4. Section 106.1 Code-change "shall"to"may"; " 5. *Section 408.3-Add a 4th exception-"4. Historic districts." The appendix will not be adopted (OK) * What will it take to allow City Code to declare a building historic? In checking, it is advised to work with the City of Jefferson's Historic Preservation Commission to alter City Code to allow individual buildings to be declared historic with local authority. Sec.8-27 Adoption of the 2015 international Existing Building Code The 2015 International Existing Building Code, published by the International Code Council, Inc., is hereby adopted and incorporated herein by reference as the existing building code of the City of Jefferson, Missouri with the additions, insertions,deletions and changes contained within this ordinance. Sec.8-28 Amendments The following additions, insertions, deletions and changes are made to the 2015 International Existing Building Code,otherwise referred to herein as the existing building code of the City of Jefferson: Section 101.1: Insert the words"City of Jefferson"as the name of jurisdiction. Section 103: Department of Building Safety Delete Sections 103.1 thru 103.3,and insert the following in its place: Section 103.1: CREATION OF ENFORCEMENT AGENCY The department of building safety known as the Department of Planning and Protective Services is hereby continued and the executive official in charge thereof shall be known as the Director of Planning and Protective Services. Wherever the words code official appears in this code, it shall mean the Director of Planning and Protective Services or his or her designee. Section 103.2: APPOINTMENT The Director of Planning and Protective Services shall be appointed and removed is provided by ordinance. Section 103.3: DEPUTIES The Director of Planning and Protective Services shall recommend to the City Administrator the employment of building inspectors in sufficient numbers to assure enforcement of the mechanical code. Section 105.2 Work exempt from permit—add the following under the"Building"portion: "7. Non-structural building envelope repair work for existing structures covered under the International Residential Code—one and two family dwellings." Section 108.7 Add this section: "Section 108.7 Fee Schedule. The fees for building construction permits shall be set in Appendix Y of the City Code of the City of Jefferson." Section 112 BOARD OF APPEALS—replace this section with the following: Section 112.1 Appeals. Any owner,agent or other person shall have the right to appeal a decision of the code official refusing to grant a modification to the provisions of this code covering the manner of construction or materials to be used in the erection,alteration or repair of work covered by this code. An application for appeal shall be based on a claim that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply, or an equivalent form of construction can be used. The appeal shall be to the circuit court of Cole County as established in Article 536 of the Revised Statutes of Missouri. Rev. 1/27/2017 1 Section 113 VIOLATIONS Delete Section 113.4 and insert in lieu thereof the following: Section 113.4 Violation Penalties. Any person who shall violate a provision of this Code or shall fail to comply with any of the requirements thereof or who repairs or alters or changes the occupancy of a building or structure in violation of the approved construction documents or directive of the code official or of a permit or certificate issued under the provisions of this code, shall be punished by a fine of not less than $100 or more than $500 or by imprisonment not exceeding 180 days,or both such fine and imprisonment. Each day that a violation continues shall be deemed a separate offense. Section 116.6 Hearing—delete this section Section 702.4 Window opening control devices.—Delete in the main paragraph "and one-and two-family dwellings and townhouses regulated by the International Residential Code" Section 708 ENERGY CONSERVATION—delete section Section 811 ENERGY CONSERVATION—delete section Section 908 ENERGY CONSERVATION—delete section Section 1002.1 Compliance with the building code. Modify the last sentence of the first paragraph to"..., the building or only the affected portion of the building shall comply..." Section 1012.8 Accessibility.Change"shall"to"should"in the first sentence. Section 1106 ENERGY CONSERVATION—delete section Section 1401.2 Applicability. — Change the first sentence to read "Existing structures in which there is work..."
