RESOLUTION NO. 2002-174 ADOPTED October 22, 2002
A RESOLUTION: APPROVING SPECIAL EXCEPTION #SE 2002-01,309 PARKER
COURT, TO PERMIT A USED CAR SALES AND ACCESSORY
AUTO SERVICE FACILITY
WHEREAS, Mr. Kevin Saghafi has requested special exception approval to permit a
used car sales and accessory auto service facility at 309 Parker Court; and
WHEREAS, the property is located in the B-2 (Established Corridor Commercial)
District; and
WHEREAS, on September 5, 2002, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on October 8, 2002, the Town Council held a public heating; and
WHEREAS, the proposed use meets the special exception standards for a vehicle sales
and/or rental facility, as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows: Special Exception application #SE 2002-01,309 Parker Court, Mr. Kevin Saghafi, 309
Parker Court, identified in the Loudoun County Land Records with Tax Map Identification
Number 231-10-2688-00, is hereby approved subject to the following conditions:
1. Approval o(the special exception does not express or imply any waiver or modification
of the requirements set forth in the Subdivision and Land Development Regulations, the
Zoning Ordinance, or the Design and Construction Standards Manual, and that final plats,
development plans, and construction drawings are subject to the applicable town
regulations.

The applicant shall provide a 30-foot wide commercial entrance and full frontage
improvements along Parker Court and restrict parking along the southeast portion of
these improvements to allow clearance for tractor-trailers exiting the site.
All parking, loading, storage, display and driveway areas shall be constructed and
maintained with an all-weather dustless surface.
Seven days a week operations are permitted. The hours of operation shall be no earlier
than 7:00 a.m. and no later than 10:00 p.m. except on Sunday the hours of operation shall
be no earlier than 9:00 a.m. and no later than 5 p.m.
All lighting and landscaping shall be provided and maintained as shown in the
landscaping plan dated December 12, 2001 and revised through August 28, 2002.
All hazardous waste created and stored on-site shall be stored in appropriate containers,
either inside the building, in an underground holding tank, or a combination of both and
will meet and maintain compliance with all applicable Town and County regulations.
This special exception shall be in substantial conformance with the special 'exception plan
dated December 12, 2001 and revised through August 28, 2002.
