MODIFYING THE ADOPTED 1987 WATER SYSTEM MASTER PLAN
WHEREAS, the 1987 Water System Master Plan, as adopted by Council in October 1988,
provided a recommendation for the location and size of future water system improvements,
referenced as Altemative No. 1 in the plan and further amended to modified Alternative No. 1 by
Resolution No. 93-206 on October 26, 1993 changing the sewer shed boundaries of lower and
upper Cattail Branch; and
WHEREAS, the October 2002 "Water Tank Siting Analysis and Low Water Pressure
Evaluation" report, as prepared by the town's consultant, Whitman, Requardt and Associates
L.L.P., recommends minor modifications to Alternative No. 1 necessary to address changes in the
town's demographics, development and water distribution system over the past 15 years; and
WHEREAS, the recommended modification includes construction of a 1.5 million gallon
(MG) Main Pressure Zone water storage tank adjacent to the Carr Elevated Storage Tank, two
elevated water storage tanks in the Sycolin Pressure Zone totaling 2.5 MG (one, previously
approved, at High Point Development and the other at the Loudoun County Shellhom property) and
creation of a mini-pressure zone in Woodlea Manor Subdivision; and
WHEREAS, the Director of Utilities and Director of Engineering and Public Works
recommend the described modification.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

MODIFYING THE ADOPTED 1987 WATER SYSTEM MASTER PLAN
SECTION I. The Water Sewer Master Plan is modified as follows:
(a) Main Pressure Zone - one additional 1.5 MG tank adjacent to Carr tank with
Rehau site as a back-up recommendation.
(b) Sycolin Pressure Zone - two tanks with a combined capacity of 2.5 MG with
one tank at High Point followed by Shellhom for the second future tank site.
(c) Westem Pressure Zone - creation of a mini-zone for Woodlea Manor
subdivision.
SECTION II. Section II of Resolution No. 88-191 is hereby rescinded.
