REGULAR COUNCIL MEETING, JANUARY 3, 2017
CALL TO ORDER
The Regular Council Meeting of January 3, 2017, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Branch, Graham, Hussey, Mihalevich, Prather, Schreiber, and
W iseman
Absent: Henry and Ward
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Prather, seconded by Councilman Graham , to
adopt the agenda as published . The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin read and presented a proclamation in honor of outgoing Cole County
Sheriff Greg White and presented him the proclamation and a key to the City. She also
welcomed incoming Sheriff John Wheeler. Both Sheriff White and Sheriff Wheel er were
present and made comments.
PUBLIC HEARINGS
There were no public hearings scheduled at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
There were no presentations made at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilman Hussey made an announcement on behalf of Councilman Henry, Chairman
of the Public Works & Planning Committee, that Councilman Henry planned to bring
forward an ordinance to place a storm water utility issue on the August 8, 2017, ballot.
Councilman Mihalevich stated that he would request the issue of festival districts be
placed on the January 12, 2017, Finance Committee agenda for discussion.
Planning & Protective Services Director McMillan announced an open house forum will
be held on the East Capitol Avenue Area Urban Renewal Plan on January 10 from 5:30
to 6:30 P.M. in the Council Chambers. The forum is a joint effort of the City and the
Jefferson City Area Housing Authority.
Mayor Tergin announced that tonight was Ms. McMillan’s last Council meeting befo re
her retirement on January 12. She then read and presented a proclamation in honor of
Ms. McMillan, declaring January 12 as “Janice McMillan Day” in the City. She
congratulated and thanked her for her many years of service to the community and
wished her well upon her retirement.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student liaison Jonathan Jackson was not present to provide an
update.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Leonard Steinman made a presentation in which he stated his support for Uber in
Jefferson City and supported approval of Bill 2016-96.
State Representative Travis Fitzwater stated his support for Bill 2016-96 which would
authorize a day of free ridesharing provided by Uber in the City on January 9, 2017, for
inauguration day events.
Mr. David Nyaberi, a driver for Uber, also stated his support for Bill 2016 -96 and asked
the Council to approve it.

Ms. Becky Lohmann, lobbyist on behalf Uber, stated the reasons she believed Uber
would be beneficial for residents of, and visitors to, the Cit y of Jefferson. She answered
several questions asked by the Council.
CONSENT AGENDA
The following items were brought before the Council for approval by Consent:
a. Minutes of City Council Meetings: December 19, 2016
b. Accepting Bid 2888 Submitted by Joe Machen Capital City Ford for Purchase of
Police Vehicles
A motion was made by Councilman Branch to approve the Consent Agenda as
presented, seconded by Councilman Prather, and approved unanimously.

Councilman Mihalevich made a motion to accept the Substitute Bill 2016 -96 previously
distributed, entitled as follows:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
CHAPTER 34 (TRANSPORTATION) OF THE CODE OF THE CITY OF
JEFFERSON PERTAINING TO RIDESHARING SERVICES.
The motion to accept the substitute was seconded by Councilman Hu ssey, and
approved unanimously.
Following discussion on the substitute bill, Councilman Mihalevich requested that the
rules be suspended and Bill 2016 -96, as substituted, be placed on final passage. There
were no objections to the request to suspend the rules. Bill 2016-96 was then read, as
substituted, second and third times by title, placed on final passage, and passed by the
following vote as Ordinance 15610:

Councilman Hussey made a motion to accept Substitute Bill 2016-91 previously
distributed, entitled as follows:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING
THE AUSTIN PETERS GROUP CLASSIFICATION AND COMPENSATION
PLAN ANALYSIS AND ADOPTING THE JOB CLASSIFICATION
RECOMMENDATIONS AND SALARY ADJUSTMENTS.
The motion was seconded by Councilman Mihalevich, and approved unanimously.
A motion was then made by Councilman Prather to amend Section 3 of Substitute Bill
2016-91 as follows (language added shown thus):
Section 3. The City Administrator is hereby authorized to spend up
to $575,093.00 currently allocated in the FY2017 budget to implement
the AP Report by adjusting the salaries of City full-time employees and
part-time benefitted employees as follows:
1. Employee salaries shall be adjusted into the recommended job
titles and pay ranges set forth in the AP Report and so that no
salary or wage of any employee is below the range minimum
specified for such employee’s job title, as set forth in Exhibit A.
2. Employee salaries shall be further adjusted by increasing the
salary or wage of each employee of the City by two percent
(2%).
Following a lengthy discussion, the motion to amend was approved unanimously.
Bill 2016-91 was then passed, as substituted and amended, by the following roll-call
vote as Ordinance 15609:

RESOLUTIONS

COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
There were no comments made at this time.
NEW BUSINESS
Mayor Tergin stated that she would entertain a motion to direct the City Administrator to
limit enforcement of City parking regulations on January 9, 2017, to the following:
Bus stops (Sec. 22-26)
Disabled Parking Area (Sec. 22-48)
Blocking Sidewalk or Crosswalk (Sec. 22-6)
No Parking Areas (Sec. 22-6)
Loading Zones (Sec. 22-24)
The motion as stated by Mayor Tergin was made by Councilman Mihalevich, seconded
by Councilman Branch, and approved unanimously.
Mayor Tergin announced she had spoken with the Downtown Busine ss Association who
had no objection to this effort to welcome people who come to the City to attend the
inauguration events.
UNFINISHED BUSINESS
There was no unfinished business brought before the Council.
ADJOURNMENT
A motion for adjournment was made by Councilman Hussey, seconded by Councilman
Prather, and approved unanimously at 7:28 P.M.
