Call to Order Chair Kittrell called the meeting to order at 10:04 a.m. 2. Approval of previous meeting minutes from September 29, 2016 and Special Meeting from October 27,2016. The meeting minutes from both meetings were approved. 3. Updates from the subcommittee chairs and vice chairs a. The Building and Energy Conservation code committee is reviewing Chapter 9 and what should be required for fire sprinklers. The main discussion was to exempt over 4 or 6 R-2 units. Definitely the number of units currently exempt is too high. b. The Existing Building committee is through the code book. They will not be recommending adoption of the appendices. They are now reviewing in depth the proposed amendments. c. The Mechanical, Fuel Gas,and Energy code committee has made substantial progress. The committee has gone through the Mechanical code and Fuel Gas codes(except for chapter 1). The committee will recommend highly use of the Energy Conservation code. With the perceived lack of support from the other subcommittees, however,the committee will not recommend formal adoption. The committee is ready to review a draft ordinance. d. The Residential and Energy Conservation code committee is through the regular chapters and will consider the appendices. The committee is also recommending adoption of the Swimming Pool and Spa Code. e. The Fire and Property Maintenance code review is through Chapter 8 and started Chapter 10. Discussion was held on the number of R-2 units to require sprinklers per Chapter 9. It seemed that over 4 units is favored, but not confirmed. 4. Old Business—review list of proposed amendments to code The list was reviewed and no changes were noted. It was discussed to have the JCFD find some more statistics on fire sprinklers and life safety as a follow up to the Special Meeting held on October 27, 2016. Page 1 of 3 5. Continue review of Chapter One of the Building Code starting at Section 112 IBC Sections 112 and 115 were OK. Section 113 should be deleted and Section 114 should be amended to follow current code for violation penalties. More information will need to be provided on Section 116(e.g.City Code on Dangerous Buildings). Chapter 1 of the IRC was handed out and was gone over at a high level. The Residential Code review committee will review in depth. 6. New Business A revised version of the Demolition city code was reviewed,along with a revised demolition permit application. Concerns were expressed by the committee as to:definition of building(e.g. garden shed versus a house);cash bond;and insurance requirements. Revisions to the proposed version should be made. 7. Public Comments No public comments were made. 8. Next Meeting Date? ^'December 22nd? The next meeting date will be postponed to the regular January meeting date on the 26th of January 2017. 9. Section 106—posting of structural design live load—delete section. 3. Section 113—delete 4. Section 114—amend violation to meet current city standard 5.
