Greenbelt Concept Staff Report Packet F.2.PLAINFIELD BUSINESS CENTER (CASE NUMBER 1974-061022.AA/REZ/SU/PP/SPR) Staff and the applicant will provide an overview of the Plainfield Business Center, a planned industrial business park development proposed by Seefried Properties on 143rd Street between the recently approved DHL Plainfield Logistics Centre and the Diageo warehouse and distribution center. REMINDERS - •November 1 Joint Meeting with the Plan Commission – 6:00 p.m. •November 7 Village Board Meeting – 7:00 p.m. •November 9 Coffee with the Mayor – 9:00 a.m. at the Village Hall •November 10 Historic Preservation Commission – 7:00 p.m. •November 14 Next Committee of the Whole Workshop – 7:00 p.m. 2 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 26, 2022 In the Boardroom Mayor Argoudelis called the meeting to order at 7:00 p.m. Board Present: Mayor Argoudelis, Trustee Wojowski, Trustee Benton, Trustee Kalkanis, Trustee Larson, and Trustee Ruane. Board absent: Trustee Calkins. Others Present: Joshua Blakemore, Village Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Public Works Director; Jon Proulx, Planning Director; Traci Pleckham, Management Services Director; Jack Malec, Management Analyst; Jake Melrose, Economic Development Director; and Ken Ruggles, Interim Chief of Police. There were approximately 14 persons in the audience. Trustee Wojowski moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on September 12, 2022. Second by Trustee Kalkanis. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis: Commented on the Special Events this weekend including the Harvest 5K and noted future Special Events including the Homecoming Parade. Informed everyone that Jack Malec has accepted a new position and wished him good luck. TRUSTEE COMMENTS Trustee Wojowski: Congratulated Jack Malec and wished him good luck. Requested an update on the Chatham Square/Stewart Ridge Path. Director Proulx stated that it appears to be the consensus not to install the path. Staff will bring an update to the Board. Trustee Benton: Commented on the Chatham Square/Stewart Ridge Path and suggested looking into drainage issues in the Steward Ridge subdivision. Congratulated Jack Malec and wished him good luck. Trustee Kalkanis commented on the Harvest 5K and thanked everyone involved. PUBLIC COMMENTS No Comments. WORKSHOP 1) 2022 AUDIT Jim Savio, Sikich LLP, reviewed the 2022 Fiscal Year Audit. Mr. Savio stated that they have issued an unmodified opinion which is the highest level of assurance that they can provide to the Village. Director Pleckham stated the acceptance of the audit will be placed on the next Village Board Agenda and staff will be preparing for budget presentations and the tax levy for upcoming Workshop Agendas. 3 Village of Plainfield Committee of the Whole Meeting Minutes – September 26, 2022 Page 2 2) PLAINFIELD BUSINESS CENTER (CASE NO. 1974- 061022.AA/REZ/SU/PP/SPR) Representatives from Seefried Properties gave a presentation for a proposed multi-building light industrial business park of up to approximately 3.8 million square feet on approximately 250 acres, located generally west of Steiner Road, north and south of 143rd Street. Trustee Wojowski stated that he would like to see the costs of the developer contributions and would like to have more information and discussion. Trustee Ruane expressed concern regarding the layout, impact of 143rd Street on the site, overall viability, and how the rest of the area will be developed. Trustee Larson stated that she does not like industrial development and expressed concern regarding timing, tenants, and logistics. Trustee Kalkanis stated that she is not in favor of this proposal and expressed concern regarding truck traffic and impact on existing and recently approved residential developments. Trustee Benton stated that he would like more information and expressed concern regarding not knowing the end users and the potential for Will County to approve it since part of the property is unincorporated. Mayor Argoudelis stated that he is in favor of industrial, it helps tax burden for residential and benefits other jurisdictions. Mayor Argoudelis thanked the applicant for presentation and encouraged them to continue working with staff. Mayor Argoudelis read the reminders. Trustee Ruane moved to adjourn. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:29 p.m. Michelle Gibas, Village Clerk 4 MEMORANDUM To: Mayor Argoudelis and Trustees From: Joshua Blakemore, Village Administrator Date: October 24, 2022, Committee of the Whole Re: Greenbelt Concept Presentation Background Based on Board discussion and input, staff has been working with Upland Design on concept plans for the potential greenbelt in the Village’s western corridor. Attached for your review is a presentation of the concept plans from Upland Design which will be presented during Monday’s COW meeting. The plans includes design concepts for the greenbelt, focusing on options for trails, bikeways, parks, trailhead amenities etc. Also included is a “typical” greenbelt cross section, showing a 100’ wide area with a native habitat, path, and buffer. Upland will present two different concept plan options for the typical cross section, and two options for a greenbelt layout. Upland will also present two concepts for the layout of the belt itself, one following roadways, the other following landforms, creeks, and natural drainage patterns. Staff is seeking Board feedback on a preferred concept. One item staff would note is that in conversations with Upland (which will also be discussed Monday) is the need for this concept to be flexible. As development occurs the Village will have opportunities to shift the belt (and potential festival site) throughout the western corridor, while working with developers to contribute to and/or implement greenbelt features. Upon Board feedback, staff will continue to work with Upland, the Conversation Foundation, (possibly the Park District), and developers on opportunities to implement this concept. This is something that will occur over the next 5-10 years as development occurs within that corridor. Again, staff is seeking Board feedback on preferred alternatives and overall impressions and comments on the design concepts. One additional point for the Board to consider, staff does not see the greenbelt concept as feasible without additional development. Funding this type of undertaking without additional developer contributions does not seem likely from a financial standpoint. This ties into our previous discussions with DHL, and our upcoming discussions with Seefried, which also appears on Monday’s COW agenda.
