A RESOLUTION:
APPROVING A LANDSCAPE DESIGN (OPTION B) FOR A MEMORIAL
TO BE CONSTRUCTED AT FREEDOM PARK TO HONOR THE VICTIMS
OF THE NATIONAL TRAGEDIES THAT OCCURRED ON SEPTEMBER
11, 2001, IN ADDITION TO INCLUSION AND RECOGNITION OF OTHER
SIGNIFICANT DATES IN AMERICAN HISTORY
WHEREAS, in October 2001 the Town Council officially named Freedom Park for the park
site located along Route 621 and Tolbert Lane; and
WHEREAS, this action was approved in honor of those who lost their lives on September 11,
2001 due to the national tragedies that occurred at the World Trade Center, the Pentagon, and in
central Pennsylvania and to those heroes past, present and future who embody and defend freedom;
and
WHEREAS, the prominent Freedom Park location is an ideal site for an official town
memorial to those lost, and its 30-foot flagpole beating the Stars and Stripes, our nation's enduring
symbol of freedom, will be a centerpiece of the park's design; and
WHEREAS, the Parks and Recreation Department has designed two alternatives for
consideration by the Town Council (see attachments detailing OptiOns A and B); and
WHEREAS, the department will seek donations from area businesses and community
organizations for construction of the memorial to complement existing, town resources; and
WHEREAS, the department intends to complete construction of the project prior to the
official opening of the park in the spring of 2003; and
WHEREAS, the Director of Parks and Recreation and the Parks and Recreation Advisory
Commission recommend approval of a landscape design (Option B) for the memorial at Freedom
Park including recommendations from the Town Council at the November 25, 2002 work session.

APPROVING A LANDSCAPE DESIGN (OPTION B) FOR A MEMORIAL TO
BE CONSTRUCTED AT FREEDOM PARK TO HONOR THE VICTIMS OF THE
NATIONAL TRAGEDIES THAT OCCURRED ON SEPTEMBER 11,2001, IN
ADDITION TO INCLUSION AND RECOGNITION OF OTHER SIGNIFICANT
DATES IN AMERICAN HISTORY
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that Option
B is approved as presented for construction of a memorial at Freedom Park with most of the cost of
the project raised through business and community donations, with the addition of Town Council
recommendations of November 25, 2002 as follows:
SECTION I. The memorial will also include other significant dates in American history
etched in the stone memorial, a semicircle of benches to convey a simple elegance with landscaping
choices in consultation with the Town Arborist and the Parks Manager.
